Additionally, it is suggested the <br />City conduct an education campaign to inform residents and businesses of the regulatory changes taking effect. <br />These education efforts encourage compliance with the soon-to-be-enacted ordinances, while potentially <br />mitigating negative responses from the community. It is recommended that this educational material indicate <br />that these are State-imposed regulations and changes. <br />3.4.6 Staffing and Budgetary Considerations <br />The budget and staffing analysis was conducted under the assumption that the City will be selecting the <br />recommended approach of using StopWaste’s County-wide model ordinance as the base for the City’s ordinance. <br />This will reduce the staff time and budget needed by reducing the scope to review and amendments, as needed, <br />rather than drafting an entirely new ordinance. Based on the immediate need to begin drafting the ordinance in <br />order to go through the City Council approval process, it is anticipated that the City will engage a consultant to <br />support with this work.
