The <br />City has a reserve of approximately one million dollars to address the one-time costs <br />and provide the ability to phase in the customer rate increases necessary to fund the <br />ongoing costs. <br />Additional costs, the estimate of which are beyond the scope of this engagement, will <br />be incurred by PGS, StopWaste, and others. <br />1.5 Description of Report <br />The City engaged HF&H to develop the City’s SB 1383 Action Plan. The Action Plan <br />presents a road map for the City’s compliance with SB 1383 requirements through <br />expansion of its existing programs and implementation of new programs and policies. <br />The Action Plan is structured as follows: <br />• Section 2 provides a summary overview of the Action Plan. <br />• Section 3 presents the Action Plan by program element. For each program, there <br />is a summary description of the program, the related regulatory requirements, <br />the ordinances and policies requiring adoption, the necessary education and <br />outreach efforts, any infrastructure (facility and system) needs, recordkeeping <br />and reporting requirements, other significant considerations, and a detailed <br />outline of the key activities and implementation timeline. <br />• Section 4 presents a summary of the City’s budget and staffing requirements. <br />
