On-site construction activities <br />would vary depending on the level of construction activity. <br />Long-term, operational GHG emissions would result from project generated vehicular traffic, <br />operation of any landscaping equipment, off-site generation of electrical power over the life of the <br />proposed project, the energy required to convey water to and wastewater from the project site, the <br />emissions associated with the hauling and disposal of solid waste from the project site, any fugitive <br />refrigerants from air conditioning or refrigerators, and the operation of stationary sources such as <br />back-up generators. <br />Neither the City of Pleasanton nor the BAAQMD has an adopted threshold of significance for <br />construction-related GHG emissions. Because construction would be temporary and would not result <br />in a permanent increase in emissions, the proposed project would not interfere with the <br />implementation of AB 32 or SB 32. In the absence of a construction emission threshold, the total <br />emissions generated during construction were amortized based on the assumed life of the <br />development (30 years) and added to the operational emissions to determine the total emissions <br />from the proposed project. Finally, the net change in GHG emissions was determined by subtracting <br />the GHG emissions from the existing site operations from the proposed project’s GHG emissions. <br />The 2017 BAAQMD CEQA Guidelines contain the following thresholds for operational GHG <br />emissions: <br /> For land use development projects (including residential, commercial, industrial, and <br />public land uses and facilities), the threshold is compliance with a qualified GHG <br />Reduction Strategy; or annual emissions less than 1,100 metric tons (MT) per year of <br />carbon dioxide equivalent (CO2e); or 4.6 MT CO2e/service population (residents plus <br />employees)/year. <br />It should be noted that the BAAQMD’s thresholds of significance were established based on meeting <br />the 2020 GHG targets set forth in the AB 32 Scoping Plan. For developments that would occur <br />beyond 2020, the service population threshold of significance was adjusted to a “substantial <br />progress” threshold that was calculated based on the SB 32 target of 40 percent below 1990 levels <br />and the forecasted 2030 service population. <br />To determine significance, the proposed project’s GHG emissions are assessed against the 2020 <br />BAAQMD efficiency threshold of 4.6 MT CO2e per service population per year and the projected <br />2030 efficiency threshold of 2.4 MT CO2e per service population per year. <br />Project Construction <br />The proposed project would emit GHG emissions during construction from the off-road equipment, <br />worker vehicles, and any vendor and hauling trips that may occur. Appendix A includes the detailed <br />construction assumptions. The BAAQMD does not presently provide a construction-related GHG <br />generation threshold but recommends that construction-generated GHGs be quantified and <br />disclosed. Table 13 presents the total GHG emissions generated during all phases of construction.
