Fuel use from these vehicles traveling to the project site <br />was based on (1) the projected number of trips the proposed project would generate during <br />construction, (2) average trip distances by trip type, and (3) fuel efficiencies estimated in the ARB <br />Emissions Factors model (EMFAC) mobile source emission model. Appendix D provides the specific <br />parameters used to estimate fuel usage. In total, the proposed project is estimated to generate <br />671,483 VMT and a combined 31,078 gallons of gasoline and diesel for vehicle travel during <br />construction. <br />Other equipment could include construction lighting, field services (office trailers), and electrically <br />driven equipment such as pumps and other tools. As described in Section 2.13, Noise, construction <br />activities are restricted to between the hours of 8:00 a.m. and 8:00 p.m. daily, except Sunday and <br />holidays, when the exemption shall apply between 10:00 a.m. and 6:00 p.m. in Section 9.04.100 of <br />the City of Pleasanton Municipal Code. As on-site construction activities would be restricted to these <br />hours, it is anticipated that the use of construction lighting would be minimal. Single-wide mobile <br />office trailers, commonly used in construction staging areas, generally range in size from 160 square <br />feet to 720 square feet. A typical 720-square-foot office trailer would consume approximately 27,966 <br />kilowatt-hours (kWh) during the roughly 1-year and 9-months construction period (Appendix D). <br />The overall construction schedule and process are already designed to be efficient to avoid excess <br />monetary costs. This is because equipment and fuel are not typically used wastefully due to the <br />added expense associated with renting the equipment, maintaining it, and fueling it. Therefore, the <br />opportunities for future efficiency gains during construction are limited. For the reasons discussed <br />above, it is anticipated that the construction phase of the proposed project would not result in <br />wasteful, inefficient, and unnecessary consumption of energy. Construction-related energy impacts <br />would be less than significant. <br />Operational Impacts <br />The proposed project would consume energy as part of building operations and transportation <br />activities. Due to the unique nature of the proposed project, electricity and natural gas consumption <br />rates for the proposed project were adjusted to reflect the consumption rates experienced in the <br />existing 10x Genomics facility at 6230 Stoneridge Mall Road, in Pleasanton, California. Electricity and <br />natural gas utility meter data for the existing 10x Genomics facility for March 2018 through April <br />2019 were utilized to estimate the anticipated electricity and natural gas consumption rates for the <br />proposed project. Please see the Utility Calculations sheet contained in Appendix A for more <br />information. <br />Table 12 summarizes the existing and proposed operational energy consumption.
