The proposed <br />project would introduce a new research and development facility that is not expected to produce <br />any offensive odors that would result in odor complaints. During operation of the proposed project, <br />odors would primarily consist of exhaust from passenger vehicles traveling to and from the site. <br />These occurrences would not produce objectionable odors affecting a substantial number of people. <br />Furthermore, as a new research and development facility, the proposed project would not be placing <br />sensitive receptors near existing odor sources. Therefore, operational impacts associated with the <br />project’s potential to create odors would be less than significant. <br />Mitigation Measures <br />MM AIR-1 Implement BAAQMD Best Management Practices During Construction <br />The following Best Management Practices (BMP), as recommended by the Bay Area <br />Air Quality Management District (BAAQMD), shall be implemented during <br />construction: <br />• All active construction areas should be watered at least two times per day. <br />• All exposed non-paved surfaces (e.g., parking areas, staging areas, soil piles, <br />graded areas, and access roads) shall be watered at least three times per day <br />and/or non-toxic soil stabilizers should be applied to exposed non-paved surfaces. <br />• All haul trucks transporting soil, sand, or other loose material off-site shall be <br />covered and/or should maintain at least 2 feet of freeboard. <br />• All visible mud or dirt track-out onto adjacent public roads shall be removed using <br />wet power vacuum street sweepers at least once per day. The use of dry power <br />sweeping is prohibited. <br />• All vehicle speeds on unpaved roads shall be limited to 15 miles per hour. <br />• All roadways, driveways, and sidewalks to be paved shall be completed as soon as <br />possible. Building pads should be laid as soon as possible after grading unless <br />seeding or soil binders are used. <br />• Idling times shall be minimized either by shutting equipment off when not in use <br />or reducing the maximum idling time to 5 minutes (as required by the California <br />airborne toxics control measure Title 13, Section 2485 of California Code of <br />Regulations). Clear signage regarding idling restrictions shall be provided for <br />construction workers at all access points. <br />• All construction equipment shall be maintained and properly tuned in accordance <br />with manufacturer’s specifications. All equipment shall be checked by a certified <br />mechanic and determined to be running in proper condition prior to operation. <br />• The prime construction contractor shall post a publicly visible sign with the <br />telephone number and person to contact regarding dust complaints. The City of <br />Pleasanton and the construction contractor shall take corrective action within 2 <br />business days. The BAAQMD’s phone number shall also be visible to ensure <br />compliance with applicable regulations.
