Within the Air Basin, ambient air quality standards for ozone, carbon <br />monoxide (CO), nitrogen dioxide (NO2), sulfur dioxide (SO2), particulate matter with an aerodynamic <br />diameter of 2.5 microns and smaller (PM2.5) and 10 microns and smaller (PM10), and lead (Pb) have <br />been established by both the State of California and the United States Environmental Protection <br />Agency (EPA). The State has also set standards for sulfate concentrations and atmospheric visibility. <br />The BAAQMD is classified as non-attainment for the State ozone and particulate matter standards <br />and as non-attainment for federal ozone 8-hour and PM2.5 24-hour standards, indicating that the <br />BAAQMD has not achieved compliance with these State and federal standards in the Air Basin. <br />Thresholds of Significance <br />For purposes of this proposed project, the City determined that the significance criteria established <br />or recommended by the BAAQMD would be used to make CEQA significance determinations related <br />to the proposed project’s impacts on air quality. The BAAQMD has adopted standards of significance <br />for construction and operation. The thresholds of significance are shown in Table 1. In developing <br />thresholds of significance for air pollutants, the BAAQMD considered the emission levels for which a <br />project’s individual emissions would be cumulatively considerable. If a project exceeds the identified <br />significance thresholds, its emissions would be cumulatively considerable, resulting in significant <br />adverse air quality impacts to the region’s existing air quality conditions.
