The project site is located a substantial distance away from any areas <br />defined as a scenic resource in the Conservation and Open Space Element of the General Plan. The <br />project is located in an urbanized landscaped area comprised of a mixture of developed commercial <br />and other uses, including roadways and parking lots, buildings, landscaping, shrubs, and trees. The <br />project site does not contain any woodlands, hills, ridges, valleys, or grazing lands, or views of such <br />resources; therefore, redevelopment would not result in any impact to these resources. The <br />proposed project would be consistent with General Plan goals and policies related to aesthetics, <br />including Goal 6 Policy 15 of the Community Character Element, which encourages new commercial <br />area development and redevelopment to incorporate attractive architectural and site design <br />features, such as landscaping. The proposed project would reflect a redevelopment of a site that has <br />contained a retail/commercial center and associated parking since the late 1970s, and would add <br />attractive architectural and site-design features to the project site by redeveloping an underutilized <br />parcel and creating a campus-style character on the project site with landscaping, pedestrian <br />walkways, and outdoor patios and seating. Therefore, the proposed project would not have a <br />substantial adverse effect on a scenic vista. Impacts would be less than significant. <br />b) Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, <br />and historic building within a State Scenic Highway? <br />No impact. The nearest designated State Scenic Highway is I-680, located 0.24 mile to the east. <br />Additionally, I-580, located 0.43 mile north of the project site, is an Eligible State Scenic Highway.7 <br />Neither I-680 or I-580 are visible from the project site because of obstruction by intervening urban <br />development. Therefore, the proposed project would not result in any damage to any scenic <br />resources located within this State Scenic Highway. Additionally, there are no trees, rock <br />outcroppings, or historic buildings on the project site. There would be no impacts. <br />c) In non-urbanized areas, substantially degrade the existing visual character or quality of public <br />views of the site and its surroundings? (Public views are those that are experienced from publicly <br />accessible vantage point). If the project is in an urbanized area, would the project conflict with <br />applicable zoning and other regulations governing scenic quality? <br />Less than significant impact. The project site has been developed for many years as a <br />retail/commercial shopping center, and is surrounded by urban uses. The General Plan Land Use <br />Map designates the site “Commercial and Offices (retail, highway, and service; commercial business <br />and professional offices)” within the Industrial, Commercial and Offices designation, and the project <br />site is also within the Stoneridge Mall Road Periphery sub-area.
