(Public <br />views are those that are experienced from <br />publicly accessible vantage point). If the project <br />is in an urbanized area, would the project <br />conflict with applicable zoning and other <br />regulations governing scenic quality? <br /> <br />d) Create a new source of substantial light or glare <br />which would adversely affect day or nighttime <br />views in the area? <br /> <br /> <br />Environmental Evaluation <br />Setting <br />The General Plan contains goals and policies related to aesthetics in the Conservation and Open Space <br />Element and the Community Character Element. The Community Character Element of the General <br />Plan, Goal 6 Policy 15, expresses the City’s desire to preserve and enhance the City’s commercial areas <br />and residential neighborhoods through incorporating attractive architectural and site-design features in <br />new commercial area development and redevelopment projects.5 The City of Pleasanton General Plan <br />Conservation and Open Space Element also seeks to retain the scenic attributes and views of <br />woodlands, hills and ridges, valleys, and grazing lands.6 <br />Several roadways that run through the City of Pleasanton are either designated by the California <br />Department of Transportation (Caltrans) as State Scenic Highways or Eligible State Scenic Highways. <br />I-680, which traverses the western side of the City in a north-south direction, is designated as a State <br />Scenic Highway.
