ENVIRONMENTAL ASSESSMENT <br /> A draft Mitigated Negative Declaration has been prepared for the proposed project. The <br /> analysis in the Initial Study concludes all the project-related environmental impacts are <br /> mitigated, with the mitigation measures incorporated in the project's design or required <br /> by conditions of approval, and there would be no significant or unmitigated <br /> environmental impacts. Staff, therefore, believes the Mitigated Negative Declaration can <br /> be issued in conformance with CEQA. If the City Council concurs with this <br /> environmental assessment, the City Council should adopt the Mitigated Negative <br /> Declaration prior to acting on the project. <br /> SUMMARY/CONCLUSION <br /> As recommended by the Planning Commission, the site plan would be functional, with <br /> efficient on-site circulation, adequate provisions for parking, and well-designed <br /> landscaped features that will upgrade and enhance the subject site. The project would <br /> provide an opportunity for 10x Genomics to solidify and expand its presence in <br /> Pleasanton, offering both a significant benefit in terms of sales tax generation, as well <br /> as quality jobs on a site proximate to transit and services for its employees, while <br /> maintaining a profile of land use that is consistent and compatible with the surrounding <br /> area and uses. Building 1 and future proposed structures are positioned to create a <br /> positive visual presence on Stoneridge Mall Road and Springdale Avenue. The design <br /> of Building 1 and future proposed structures are attractive, and the architectural style, <br /> colors, and materials will complement the surrounding development.
