ENVIRONMENTAL ASSESSMENT A draft Mitigated Negative Declaration has been prepared for the proposed project. The analysis in the Initial Study concludes all the project-related environmental impacts are mitigated, with the mitigation measures incorporated in the project's design or required by conditions of approval, and there would be no significant or unmitigated environmental impacts. Staff, therefore, believes the Mitigated Negative Declaration can be issued in conformance with CEQA. If the City Council concurs with this environmental assessment, the City Council should adopt the Mitigated Negative Declaration prior to acting on the project. SUMMARY/CONCLUSION As recommended by the Planning Commission, the site plan would be functional, with efficient on-site circulation, adequate provisions for parking, and well-designed landscaped features that will upgrade and enhance the subject site. The project would provide an opportunity for 10x Genomics to solidify and expand its presence in Pleasanton, offering both a significant benefit in terms of sales tax generation, as well as quality jobs on a site proximate to transit and services for its employees, while maintaining a profile of land use that is consistent and compatible with the surrounding area and uses. Building 1 and future proposed structures are positioned to create a positive visual presence on Stoneridge Mall Road and Springdale Avenue. The design of Building 1 and future proposed structures are attractive, and the architectural style, colors, and materials will complement the surrounding development. All impacts of the project would be adequately mitigated, with no negative impacts on surrounding land uses, circulation, or with respect to other environmental concerns.
