21 <br /> THE CITY OF <br /> �i4zr 111, <br /> pLEASANTON CITY COUNCIL AGENDA REPORT <br /> June 15, 2021 <br /> Operations Services <br /> TITLE: PER- AND POLYFLUOROALKYL SUBSTANCES (PFAS) TREATMENT <br /> AND WELLS REHABILITATION PROJECT UPDATE ON BASIS OF <br /> DESIGN REPORT AND APPROVAL TO PROCEED WITH FINAL <br /> DESIGN <br /> SUMMARY <br /> Per- and polyfluoroalkyl substances (PFAS) are unregulated contaminants of emerging <br /> concern in drinking water due to their health impacts and tendency to accumulate in <br /> groundwater. The California Division of Drinking Water (DDW) has provided a tentative <br /> schedule to begin regulating PFAS by establishing maximum contaminant levels <br /> (MCLS) for certain substances by early 2024. Through on-going testing, the City has <br /> confirmed the presence of PFAS in its Well 5, 6, and 8 groundwater supply facilities. In <br /> September of 2020, City Council supported a work plan to address PFAS that included <br /> the establishment of CIP 21166 - PFAS Treatment and Wells Rehabilitation Project <br /> (Project). The goal of the Project is to implement PFAS treatment and rehabilitate the <br /> well facilities to extend their useful life as safe, reliable, and locally controlled sources of <br /> water. To establish the scope of the Project, the City hired Carollo Engineers (Carollo) <br /> to prepare a Basis of Design Report (BODR). Carollo has completed the Draft BODR, <br /> and preliminary recommendations include constructing a centralized treatment facility <br /> (CTF) at the Operations Service Center (OSC), rehabilitating existing Well 6 and Well 8 <br /> facilities, and replacing Well 5 with a new facility. The Project cost estimate (including <br /> design, construction, and supporting services) is $46,000,000. Recommended next <br /> steps to advance the Project include finalizing the BODR and proceeding with the final <br /> design phase. <br /> RECOMMENDATION <br /> 1. Receive a presentation on the Draft BODR for the Project. <br /> 2. Approve finalization of the BODR based on the presented preliminary findings and <br /> recommendations. <br /> 3. Approve proceeding with the final design phase for the Project. Staff will select a <br /> design consultant and request authorization to execute an agreement at a future City <br /> Council meeting. <br /> FINANCIAL IMPACT <br /> The estimated budget for final design services for the Project is $2,800,000 with <br /> services occurring during FY21/22 and FY22/23. The Project is funded by CIP 21166 in <br /> the FY2021/22 CIP for $2,500,000. In addition, there is $300,000 that Council <br /> authorized reallocated from the potable water reuse study to the PFAS project. A <br />
