BACKGROUND <br /> The Police Department has a total of 69 vehicles in its fleet, ten of which are Harley- <br /> Davidson motorcycles that support Traffic Unit operations. The department is <br /> recommending replacing six of the current Harley-Davidson motorcycles with BMWs to <br /> reduce annual maintenance and fuel costs and improve safety and ease of operation. <br /> This transition aligns with other police agency motorcycle fleet programs such as San <br /> Ramon, Livermore, Fremont, Modesto, and California Highway Patrol (CHP) to name a <br /> few. <br /> The Police Department will be retaining four of the existing Harley-Davidson units to <br /> replace four older motorcycles currently used for training and special events as those <br /> motorcycles require repairs beyond their value. The other two motorcycles will be <br /> auctioned with proceeds placed in the Police Vehicle and Equipment Replacement <br /> Fund. The six new units will be assigned to the Traffic Unit for daily patrol use. <br /> DISCUSSION <br /> Staff received cost estimates from a local BMW dealership to compare service costs <br /> incurred over the past year with Harley-Davidson motorcycles. Service intervals for <br /> BMW motorcycles are every 6,000 miles as opposed to 5,000 miles for Harley- <br /> Davidson. Within 60,000 miles, the Harley-Davidson motorcycles requirel2 services at <br /> $1,155 per service versus BMW's requiring 10 services at $684 per service, saving <br /> $7,020 per motorcycle. <br /> The new BMW's would also reduce fuel costs. The BMW's would use 87 octane fuel <br /> from the City's bulk fuel purchase versus Harley-Davidson which requires 91 octane fuel <br /> from commercial retailers. BMW's gas mileage of 50 mpg is also better than Harley- <br /> Davidson at 43 mpg. It is estimated that switching to BMW's will save approximately <br /> $1,805 in fuel costs per vehicle over the course of 60,000 miles. In addition, the <br /> department would no longer need to issue purchase cards to traffic officers to purchase <br /> fuel for the new motorcycles at commercial stations and at commercial pricing. <br /> The new BMW also offers additional safety features such as an anti-lock integral <br /> braking system that allows the front and rear brakes to work in unison and can be safely <br /> activated while the motorcycle is turning. Electronic Suspension Adjustment and <br /> Dynamic Traction Control provide adjustable throttle sensitivity and traction awareness <br /> to match roadway and environmental conditions. The BMWs are also equipped with <br /> LED headlights which are brighter and more visible to other motorists. Higher seat <br /> position on the BMW also increases the visual horizon for operators. Finally, BMW <br /> motorcycles are 300 pounds lighter than the Harley-Davidson which reduces officer <br /> strain and fatigue while riding. <br /> Below are the three quotes with CalMoto Livermore being the lowest bid: <br /> Vendor Cost/Motorcycle <br /> CalMoto Livermore $32,390.44 <br /> Concord BMW $32,963.78 <br /> San Jose BMW $34,826.49 <br /> Page 2 of 3 <br />
