BACKGROUND <br /> In June of 2016, the City of Pleasanton entered into a one-year contract with Graham <br /> Hitch Mortuary for cemetery management, sales and burial coordination. After the one- <br /> year contract expired, four subsequent one-year extensions were issued at the mutual <br /> agreement of the City and Graham Hitch Mortuary, which extended the contract through <br /> June 30, 2021. Since this contract only allowed a maximum of four one-year extensions, <br /> staff recently solicited proposals for a new maintenance contract to be effective July 1, <br /> 2021. <br /> DISCUSSION <br /> The City issued a Request for Qualifications (RFQ) for Cemetery Services in April of <br /> 2021. The City received one proposal from Graham Hitch Mortuary. <br /> Graham Hitch Mortuary, a Pleasanton based company, has served the Tri-Valley for <br /> over 120 years. Graham Hitch will serve as the first point of contact for clients. The <br /> proposed contract and scope of work (Attachment 1) includes the everyday operation of <br /> the cemetery: (e.g., sale of plots, scheduling and coordinating burials, internments and <br /> niche space allocations, record-keeping and handling financial responsibilities). As <br /> Graham Hitch provides the day-to-day oversight of cemetery operations, they would <br /> work with City staff and other designated contractors in connection with these <br /> responsibilities. <br /> With this agreement, Graham Hitch would have the exclusive right to sell plots within <br /> the Pleasanton Pioneer Cemetery. The agreement does not give Graham Hitch <br /> exclusive right to sell other funeral services (e.g., memorials, monuments, caskets) to <br /> persons who purchase plots at the Pleasanton Pioneer Cemetery. Purchasers can <br /> purchase funeral services from a provider of their choice. <br /> The proposed contract includes an annual non-refundable Management Fee of$10,000 <br /> and a Burial Coordination Fee of$225 per burial. <br /> The proposed contract establishes a one-year term, expiring on June 30, 2022, with the <br /> option of extending the contract for up to four additional one-year terms. <br /> Submitted by: Fiscal Review: Approved by: <br /> Heidi urphy Tina Olson Nelson Fialho <br /> Director, Library and Recreation Finance Director City Manager <br /> Attachment: <br /> 1.
