and 941-1801-02 (water tank site and trails staging area, respectively) in District 1995-1
(Moller Ranch); and $465.75 for Parcel 946-4585-044 (sewer lift station) in District 1994-
1 (Oak Tree Farm). As with last year's total assessments, staff recommends that this
total of $11,560 be appropriated from the General Fund after the public hearing.
The cost of city administration of these Landscape Maintenance Districts will be paid
from the respective district's funds.
BACKGROUND
The Landscaping and Lighting Act of 1972 ("the Act") authorizes local agencies to
impose an annual assessment on real property benefiting from improvements to pay for
constructing and maintaining lighting and landscaping improvements. The assessments
are collected by Alameda County as part of the annual tax bill.
At the meeting of May 18, 2021, City Council approved the updated Engineer's Report
prepared by the City Engineer relating to each respective assessment district and
scheduled June 15, 2021, as the public hearing in conformance with the requirements of
the State of California Landscaping and Lighting Act of 1972.
DISCUSSION
As required by the Landscaping and Lighting Act of 1972, the City must levy an annual
assessment to all parcels benefited by their District. The resolutions adopted at the
meeting of May 18, 2021, authorized the City Clerk to give the required notice of public
hearing regarding the levy of proposed annual assessments for the respective Districts.
At the meeting of June 15, 2021, City Council will hear and consider all public comments,
and make modifications, if determined to be necessary, to the proposed assessments.
After the close of the public hearing, the Council will, if desired, adopt a resolution
confirming the Engineer's Report and levying assessments for each of the Districts for
Fiscal Year 2021/22.
Lighting and Landscape Maintenance District 1984-1, Ponderosa-Del Prado
The Ponderosa Homes subdivision (District 1984-1) has been in place for 37 years.
Maintenance in this district includes the care of masonry walls, trees, shrubbery,
groundcover and irrigation systems along Paseo Santa Cruz, between Corte Santa
Maria and Corte Pacifica.
The overall assessments for the coming year for District 1984-1 (Ponderosa-Del Prado)
will remain unchanged at $16.90 per privately-owned parcel, and $16.62 for the one city-
owned parcel. With a total of 344 units, including the city-owned parcel, this amounts to
$5,813.32 in total assessments. This amount provides enough funding for the
maintenance and plant replacement costs in all the special district areas along Paseo
Santa Cruz, including water and electrical costs, county administration fees, and city
administration fees. This amount does not provide adequate funding to cover the
emergency repair costs nor the eventual capital replacement cost of irrigation systems,
planting in the general benefit area, masonry walls, and any additional emergency repair
services or other required improvements.
