Proclamation declaring April 18-24 National Crime Victims' Rights Week <br /> Councilmember Balch read the proclamation recognizing April 18-24 as National Crime Victims' Rights <br /> Week. <br /> Alameda County District Attorney's Office Crime Victim Witness Advocate Maninder Bains thanked the <br /> City Council for the proclamation, recognizing the efforts being made to assist crime victims, and looks <br /> forward to working with the City. <br /> 19. Public Comment <br /> Patti Joki, Alameda County Master Gardener Program, expressed gratitude for the City allowing them <br /> to use the Alviso Adobe Community Park as the plant staging and pickup site for their annual <br /> fundraiser. <br /> Gene Castillo advised he is the parent of a senior at Amador Valley High School and asked for the <br /> City's help in permitting parents to hold a Graduation Night event. <br /> In response to Mayor Brown's inquiries, City Manager Fialho clarified PUSD is not leading the event but <br /> rather a parent group. He clarified the term "de-tiering" refers to any potential changes from the current <br /> "Orange" Tier 3 to either the "Yellow" Tier 4 or the "Red" Tier 2 which would impact the permissible size <br /> of mass-gatherings. He advised they are working with parent groups from both high schools to <br /> accommodate a senior ball-style event. <br /> Evan Miller noted the recent Comcast WiFi outage and urged residents to focus their angst on ways to <br /> improve the local internet through other providers or municipal WiFi. <br /> City Manager Fialho reported the outage was the result of a private contractor doing work in a public <br /> right-of-way for Comcast. and approximately 400 accounts were impacted. He reported Comcast <br /> worked to patch the service by Friday evening with a permanent repair set for this week. He advised <br /> staff was worked with Comcast to notify customers of the planned outage Thursday or Friday when the <br /> line is being repaired. <br /> Carrie Oldes of the Meals on Wheels Program with Spectrum Community Services noted an upcoming <br /> online fundraiser through a virtual cooking event with a five-star chef. <br /> City Council Minutes Page 3 of 15 April 20, 2021 <br />
