In response to Mayor Brown's inquiries, Recreation Manager Ingram reported Tri-City Health Net was a <br /> difficult decision. He advised the Commission ranked them close to the bottom for priority and noted the <br /> program is new to the Tri-Valley. He advised staff felt there were too many unknowns in terms of the <br /> level of local service as the Tri-City Health Net plans were still being formulated but acknowledged it <br /> would be nice to have their services. He remarked that staff has encouraged them to reapply next year <br /> when the program is more defined. <br /> Mayor Brown opened and closed the public hearing. <br /> MOTION: It was m/s by Balch/Narum to approve staff recommendations as follows for Housing and <br /> Human Services Grants and Community Grant Program: <br /> Ayes: Councilmembers Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Recused: Councilmember Arkin <br /> Recreation Manager Ingram reported the Youth Commission reviewed nine grant applications <br /> representing six agencies and recommended funding for all applicants totaling $42,199. He detailed the <br /> individual awards noting not every group received full requested funding. <br /> In response to Councilmember Narum's inquiries, Recreation Manager Ingram advised the Commission <br /> takes the Olympic Average of the ZoomGrants applications. He advised there is a staff <br /> recommendation on funding level and works with the Commission's recommendations to get close to <br /> the Olympic Average. He advised the Commission's meeting is where the numbers go either up or <br /> down based on the individual presentations. He confirmed the grants closer to 100% more closely align <br /> with the Commission's working history and priorities. <br /> In response to Councilmember Balch's inquiries, Recreation Manager Ingram confirmed the total <br /> amount of grant funding stems from the City's budgeting process. He advised from his history working <br /> with the City's grants the $40,000 range is a good one for years when there are unspent funds. He <br /> confirmed this sum hits the sweet spot from his experiences. <br /> MOTION: It was m/s by Narum/Testa to approve the Youth Commission's grant recommendations. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Recused: Councilmember Arkin <br /> Councilmember Arkin rejoined the meeting. <br /> Recreation Manager Ingram reported the Civic Arts Commission reviewed eight grant applications <br /> representing five agencies and recommended funding for all applicants totaling $45,958. He detailed <br /> the individual awards noting not every group received full requested funding. <br /> In response to Councilmember Arkin's inquiry, Recreation Manager Ingram advised the Civic Arts <br /> Commission does not use Olympic Average to help determine funding amounts.
