MOTION: It was m/s by Arkin/Testa to introduce and waive first reading Ordinance No. 2214 with the <br /> amendment of setting voluntary campaign expenditure limits at $24,000 for City Council Member <br /> candidates and $30,000 for mayoral candidates. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Testa, Mayor Brown <br /> Noes: Councilmembers Balch, Narum <br /> Absent: None <br /> 21. Public Hearing: Consider the following related to Housing and Human Services Grants and <br /> Community Grant Program: <br /> A. Approve allocations for Housing and Human Services Grant and Community Grant Program <br /> Funds for 2021 grant funding cycle (City FY 2021/22) <br /> B. Approve the Annual Action Plan for FY 2021/22 for use of the federal Community <br /> Development Block Grant (CDBG) Funds <br /> Councilmember Arkin reported she has a personal conflict due to her employment with grant recipient <br /> Hively Child Care Links and will recuse herself from the portion involving Hively. She advised she would <br /> be eligible to return for the second half of the item. <br /> City Attorney Sodergren advised Councilmember Arkin will be able to view the staff presentation while <br /> in the meeting's virtual waiting room. He clarified she will be in the waiting room for Item 21A and return <br /> for Item. 21B. <br /> Councilmember Narum disclosed she is a non-compensated Board member for potential grant recipient <br /> Pleasanton Partnerships in Education Foundation (PPIE). She advised she does not have a conflict per <br /> discussions with the City Attorney but wanted to make this disclosure for the record. <br /> Assistant City Manager Brian Dolan reported Item. 21A is the approval of grant allocations and Item No. <br /> 21B is the approval of the Action Plan for the City's annual CDBG Funds. <br /> Assistant City Manager Dolan reported the annual grants program includes Human Services Grants, <br /> Housing Program Grants, Civic Arts, and Youth-related Programs. He advised Councilmember Arkin <br /> will be abstaining from the Human Services Grants and Youth Grants votes due to her conflict. He <br /> advised the presentation will differ from the one sent to Council to handle those two groups first and <br /> recommended taking a vote after each subsection for this reason. He advised the annual Action Plan in <br /> Item No. 21B is required to receive federal CDBG funding with the format prescribed by CDGB <br /> regulations. <br /> Recreation Manager Jay Ingram reported the City provides a Housing and Human Services Grant <br /> Program and a Community Grant Program. He advised a virtual pre-application workshop was held on <br /> December 10, 2020, with applications received via ZoomGrants between November 30, 2020, and <br /> January 18, 2021. He advised the applications are reviewed by staff and various Commissions which <br /> provide these recommendations to the City Council. <br /> Recreation Manager Ingram reported the Human Services Commission reviewed a total of 20 <br /> applications from 13 agencies according to the criteria outlined in the Human Services Needs <br /> Assessment Strategic Plan and 2021 Human Services Commission priorities. He reported the <br /> Commission recommended funding 12 agencies with the three largest funding allocations going <br /> towards Capital and Rehabilitation (33%). the Homeless/Homeless Prevention Services (18%), and <br /> Food (17%). <br /> City Council Minutes Page 10 of 15 April 20, 2021 <br />
