BACKGROUND <br /> Enacted in September 1983, the primary objective of the California UWMP Act was to <br /> direct urban water suppliers to develop and detail long-term water supply planning to <br /> ensure adequate supplies are available. The Act has undergone a number of updates <br /> since its establishment, including the Water Conservation Act of 2009 (SB X7-7) and the <br /> recent 2018 Water Conservation Legislation directives. SB X7-7 required urban water <br /> suppliers to establish water use targets for 2015 and 2020 and report these targets and <br /> subsequent compliance with in their UWMP. The current 2020 UWMP update is the <br /> final compliance year required by SB X7-7. <br /> The 2018 Water Conservation Legislation directed revisions to the California UWMP <br /> Act, introducing the following new regulatory requirements: <br /> • Inclusion of a five-consecutive dry-year water reliability assessment <br /> • Inclusion of a five-year (2021-2025) drought risk assessment <br /> • Inclusion of the past five years of water loss audit reports <br /> • Inclusion of the water supplier's annual process for assessing water supply and <br /> demands through the new regulatory report referred to as the Annual Water <br /> Supply and Demand Assessment (AWSDA) (found within the Water Shortage <br /> Contingency Plan) <br /> • Inclusion of the water supplier's water shortage response through DWR's six <br /> standard stage water shortage level framework. <br /> • Separate adoption of the Water Shortage Contingency Plan from the UWMP to <br /> streamline updates specific to the Water Shortage Contingency Plan as needed <br /> • Demonstration of consistency with Delta Plan Policy WR P1, Reduced Reliance <br /> on the Delta Through Improved Regional Water Self-Reliance, with compliance <br /> starting in 2015 for water suppliers anticipating covered action projects. <br /> City Council adopted its current UWMP (the 2015 UWMP) in June 2016. Preparation of <br /> the 2020 UWMP and Water Shortage Contingency Plan began in October 2020, which <br /> included coordination with the Zone 7 Water Agency (Zone 7) and the other Tri-Valley <br /> Retailers. During the preparation of the 2020 UWMP, notices of preparation were sent <br /> to local agencies, the county, and local organizations. Notification was also provided to <br /> these agencies and organizations for the preparation of the update to the 2015 UWMP <br /> to address compliance with Delta Plan Policy P1 on March 10, 2021. The Draft 2020 <br /> UWMP, Draft Water Shortage Contingency Plan, and Draft 2015 UWMP Update was <br /> made available for public review beginning May 10, 2021 and staff notified the local <br /> agencies and organizations previously contacted, of tonight's public hearing on the Draft <br /> 2020 UWMP. <br /> DISCUSSION <br /> Key outcomes from the preparation of the 2020 UWMP, Water Shortage Contingency <br /> Plan, and 2015 UWMP Update include the following: <br /> SB X7-7 Compliance: <br /> The City achieved its 2020 water use target with actual water use at 159 gallons per <br /> capita per day (GPCD). The City's established water use target for 2020 was 197 <br /> GPCD. This achievement, well below the target value, was a result of continued <br /> community water reduction efforts that have persisted following the 2012-2016 drought, <br /> and the City's Recycled Water Program progress in converting the majority of targeted <br /> Page 2 of 4 <br />
