BACKGROUND <br /> In 2017, Du-All Safety assessed the OSD's health and safety compliance and <br /> conducted facility inspections of each building in the Operations Service Center (OSC). <br /> The findings were submitted in a report that recommended the development and <br /> implementation of various written programs and corrective actions for identified safety <br /> hazards throughout the OSC. In 2018, the Director of Operations and Water Utilities, <br /> developed the Training and Emergency Services Manager position to be responsible for <br /> the OSD's safety compliance and emergency preparedness efforts. Since then, the <br /> Training and Emergency Services Manager has worked closely with Du-All Safety to <br /> provide required safety training, draft several written safety programs and address <br /> safety hazards at the OSC. The OSD currently has an active safety committee and <br /> conducts monthly facility inspections along with routine scheduled safety training. The <br /> current agreement with Du-All Safety expires on June 30,2021. <br /> DISCUSSION <br /> On April 21, 2021, in accordance with the City's Procurement Policy, a Request for <br /> Proposals (RFP) for professional services was posted to find consultants with the <br /> requisite experience to complete the entire scope of work. On April 30, 2021, two <br /> responsive proposals were received from Du-All Safety and Global Environmental <br /> Network, Inc. <br /> While both proposals were complete and met quality expectations, staff ranked Du-All <br /> Safety as the preferred consultant. The selection was based on their understanding of <br /> the scope of work, experience of the team members and their ability to provide a <br /> detailed explanation of their approach to deliver their services within the specified <br /> budget. In addition, Du-All presented a model of partnering with the Department's safety <br /> committee to support its OH&S Program, which aligns with the OSD's continuous goal <br /> of providing a safe and healthy workplace. <br /> Staff recommends awarding a professional services agreement with Du-All Safety to <br /> assure compliance with Cal-OSHA standards and provide necessary safety training and <br /> support for the OSD Occupational Health and Safety Program based on routine hazard <br /> assessments of the Department's operations.
