BACKGROUND
In 2017 City staff met with Caltrans to review the upcoming westbound Stoneridge Drive
to northbound Interstate 680 on-ramp widening. As part of that initial review, Caltrans
noted that several properties from the original construction in 1989 were never fully
transferred to Caltrans. Caltrans requested the completion of these land transfers
before they would issue an encroachment permit for any new projects.
Review of the deed documentation and the interchange mapping did show that several
land transfers from the Stoneridge Drive Interchange project (completed in the late
1980's) were not finalized. Six parcels were dedicated by deed and on parcel maps for
the ramps; however, those dedications do not appear to have been completed and the
Right of Way Record maps have not been updated.
DISCUSSION
In February of 2018, the City of Pleasanton entered into a Professional Services
Agreement with Mark Thomas and Company, Inc. to complete services relating to the
right of way closeout and transfer process for the original I-680/Stoneridge Drive
Interchange project that was completed in 1989. These services included professional
surveying, mapping, clearing of title and documentation to assist in transferring six
parcels at the Stoneridge Drive Interchange to Caltrans.
The six properties now have clear titles and the necessary exhibits for the properties
have been prepared (Attachments A-C) and are ready for execution and submittal to
Caltrans. Once the land transfers have been completed, the City may move forward
with obtaining the necessary encroachment permits for the I-680/Stoneridge Drive
Interchange project, CIP No. 16506.
u 'tted • .
