BACKGROUND <br /> In the spring of 2017, the City of Pleasanton entered into a two-year contract with Cal- <br /> West for maintenance of the City's traffic signals. The monthly maintenance cost per <br /> signalized intersection for this contract is currently $125 per month. After the two-year <br /> contract expired, two subsequent one-year extensions were issued at the mutual <br /> agreement of the City and Cal-West, which extended the contract through June 30, <br /> 2021. Since this contract only allowed a maximum of two one-year extensions, staff <br /> recently solicited proposals for a new maintenance contract to be effective July 1, 2021. <br /> DISCUSSION <br /> The City issued a Request for Proposals (RFP) for Traffic Signal Maintenance and <br /> Emergency Repair Services in April of 2021. The City received five proposals from the <br /> following contractors: Bear Electrical Solutions, Cal-West Lighting and Signal <br /> Maintenance, Inc., DC Electric, Econolite Systems, and St. Francis Electric. St. Francis <br /> Electric submitted the lowest responsive and responsible proposal - see Attachment 1 <br /> for a detailed proposal summary. <br /> As outlined in the RFP, the proposer with the lowest responsive and responsible <br /> proposal will be awarded this signal maintenance contract. St. Francis Electric was the <br /> lowest responsive and responsible proposer with a monthly preventative maintenance <br /> rate of$125 per month per signalized intersection and $60 per month per beacon/in- <br /> pavement lights. Note that in addition to these base fixed cost for preventative and <br /> routine maintenance, amounting to $189,360 annually, the contract allows for the City to <br /> authorize St. Francis Electric to perform as-needed minor signal upgrades and <br /> emergency repairs that may arise throughout the contract period. The rates for such as- <br /> needed services are as specified in the contract, and also reflected in the lowest <br /> responsive bid as indicated in Attachment 1. <br /> St. Francis Electric has maintained traffic signals for several Bay Area and Central <br /> Valley agencies since 2015, and staff has verified that St. Francis Electric has provided <br /> excellent signal maintenance services for these agencies as well. <br /> The proposed contract establishes a two-year term, expiring on June 30, 2023, with the <br /> option of extending the contract for up to two additional one-year terms. <br /> Stbmitte b : Fiscal Review: Approv by: <br /> Ellen Clark Tina Olson Nelson Fialho <br /> Director of Director of Finance City Manager <br /> Community Development <br /> Attachments: <br /> 1.
