THE CITY OF 6
_,„
LA ' i' T61 . CITY COUNCIL AGENDA REPORT
June 1, 2021
Community Development
Traffic Engineering Division
TITLE: REVIEW PROPOSALS AND AWARD A MAINTENANCE SERVICES
CONTRACT TO ST. FRANCIS ELECTRIC FOR TRAFFIC SIGNAL
MAINTENANCE AND EMERGENCY REPAIR SERVICES
SUMMARY
The City operates 120 traffic signals within the City of Pleasanton. Routine maintenance
and emergency repair of these signals is performed by an outside contractor. Staff
solicited proposals for a traffic signal maintenance contract and received five proposals,
with St. Francis Electric submitting the lowest qualified proposal for a monthly rate of
$125 per signalized intersection and $60 per beacon/in-pavement lights.
RECOMMENDATION
1. Review the proposals and award the traffic signal maintenance contract to St.
Francis Electric for a monthly not-to-exceed rate of$125 per signalized
intersection and $60 per beacon/in-pavement lights, plus additional costs for as-
needed work as allowable under the contract.
2. Authorize the City Manager to enter into the above maintenance contract.
3. Authorize the Director of Community Development to review and approve future
contract extensions per the provisions of the contract.
FINANCIAL STATEMENT
The total annual not-to-exceed cost for routine maintenance and emergency repairs of
signals and beacons is $189,360. Costs for additional as-needed work as outlined in the
contract are subject to advance agreement by the City and St. Francis Electric. The
majority of funding for traffic signal maintenance is included in the Traffic Engineering
Division's operating budget line item (approximately $213,000 annually), with the
balance of funding provided through cost-sharing agreements. The Hacienda Business
Park Owners' Association is responsible for the maintenance costs of 29 signals
($43,500 per year), and Caltrans is responsible for half of the cost for intersection
signals at freeway ramps ($9,000 per year). Funding for additional as-needed work
throughout the year may be provided through Capital Improvement Project budgets or
other operational line items, as available and necessary.
