number of times of removal and the rates charged, the City Manager <br /> or the Director of Public Works, or their duly authorized agent, <br /> shall designate the place, quantity, time, manner and rates for <br /> such removal, and his decision shall be final. <br /> <br /> 3.02 It shall be unlawful for any person to in any manner <br /> interfere with the collection, removal or disposal of refuse by <br /> the authorized refuse collector. <br /> <br /> 3.03 No person, firm or corporation shall dump, place or <br /> bury in any lot, land, street, alley or other public place or in <br /> any waterway or elsewhere within the corporate limits, any garbage, <br /> trash, rubbish, manure or waste matter condemned by the City <br /> Manager or Director of Public Works. <br /> <br /> 3.04 No refuse shall be burned within the city limits unless <br /> such burning complies with the then existing ordinance of the City <br /> which regulates such burning. <br /> <br /> 4.00 PRIVATE PERMITS. Every owner or person in possession <br /> of any building or structure for which garbage removal is required <br /> herein, shall have the right to remove the same, but it shall be <br /> unlawful for any person to regularly remove garbage from more <br /> than one residential unit. No person other than the refuse col- <br /> lector of the City shall regularly move any garbage over any of <br /> the streets of the City without obtaining a permit to do so. Such <br /> permits shall be issued by the City Clerk, on application therefor, <br /> and on payment of the sum of Five Dollars ($5.00) covering one <br /> calendar year beginning January 1st. Permits issued after January <br /> 1st shall be issued for a pro-rata charge for the unexpired part <br /> of the year. <br /> <br /> 5.00 PREPARATION OF REFUSE. The City shall require each and <br /> every person in possession, charge or control of any residential <br /> unit or commercial facility where refuse collection is required, to <br /> keep or cause to be kept, all refuse in suitable and sufficient <br /> water-tight cans or receptacles. These receptacles shall be suf- <br /> ficiently adequate to contain the amount of garbage and waste <br /> matter ordinarily accumulating during the intervals between col- <br /> lections. Such cans or receptacles in the case of residential <br /> units shall be not more than the standard thirty (30) gallon <br /> capacity. All refuse shall be placed in said cans, unless other- <br /> wise provided by ordinance, agreement or resolution. Receptacles <br /> shall be required to be kept in a sanitary condition by the owner <br /> and shall be covered to prevent access of flies to the contents <br /> thereof. <br /> <br /> 6.00 COLLECTION OF REFUSE. The City may make such regula- <br /> tions concerning the number and manner of collections of refuse <br /> as it may deem necessary to carry out the provisions of this <br /> ordinance, but in no case shall collection services less than once <br /> a week be permitted. <br /> <br /> 6.01 Time of collection shall be according to a schedule <br /> prepared by collector and approved by City. <br /> <br /> 7.00 REMOVAL OF REFUSE. Refuse collected in the City of <br />Pleasanton shall be hauled in all-steel bodies motor trucks, and <br />taken to the dump in such a manner as not to be offensive or filthy <br />to any person, place, building or highway. The truck bodies shall <br />be constructed of sufficient strength to withstand fire within, <br />without endangering adjacent property. Said bodies shall be <br /> <br /> - 2 - <br /> <br /> <br />
