THE CITY OF <br />Chapter 4, : , _,1;,, <br />Water Use Characterization PL£ASANTON <br />4.4 ESTIMATING FUTURE WATER SAVINGS <br />Water savings from codes, standards, ordinances, or transportation and land use plans can decrease the <br />water use for new and future customers. As indicated in Table 4-7, to be conservative, these "passive" <br />water savings have not been included in the City's projected future water demands. <br />Table 4-7 indicates that lower income residential demands are included in the City's water demand <br />projections, as is detailed in Section 4.5. <br />Table 4-7. I Yes <br />4.5 WATER USE FOR LOWER INCOME HOUSEHOLDS <br />SB 1087 (2006) requires that water providers develop written policies that give priority to development <br />that includes affordable housing to low income households. The projections shown in Table 4-3 include <br />water use for single family and multi -family residential housing needed for low income households, as <br />identified in the City's Housing Element. A lower income household is defined as a household that has an <br />income below 80 percent of the Area Median Income, adjusted for family size. According to the American <br />Census Bureau, 2018 American Community Survey 5 -year Estimate, approximately 18.35 percent of City <br />households are low income <br />Therefore, approximately 18.35 percent of the City's residential water demands are attributed to low <br />income households, assuming an average household size of four. This proportion is assumed to remain <br />constant in the future, and apply equally for both single family and multi -family residential water use <br />sectors. In other words, 18.35 percent of single family residential demands are assumed to be for low <br />income single family households, and 18.35 percent of multi -family residential demands are assumed to <br />be for low income multi -family households. The water demand projections for low income households <br />are summarized in Table 4-8. <br />Table 4-8.
