Public Participation Plan-DRAFT I April 28, 2021 <br /> Public Outreach Events <br /> Commission and Council Kickoff Meetings <br /> Purpose and Objective <br /> Involving elected and appointed officials early in the Housing Element update process will <br /> facilitate information dissemination and raise awareness of the project. The purpose of the kickoff <br /> meetings is to introduce LWC to the Commissions and Council, provide background information <br /> for the Housing Element update, and offer an opportunity for early input. <br /> Approach <br /> The kickoff meetings consist of one Housing Commission, one Planning Commission, and one <br /> City Council meeting. These will occur during regularly scheduled Commission and Council <br /> meetings. The Commission meetings are scheduled to occur ahead of the Council meeting. <br /> The presentation is anticipated to cover similar content for all three meetings and is anticipated <br /> to include the following: <br /> • An overview of the Housing Element update process and remaining steps in the RHNA <br /> process <br /> • A review of key changes in State law as it relates to housing elements <br /> • An outline of the Housing Element update scope of work <br /> • Review of the draft Public Participation Plan <br /> • A review of any known or initial key issues for the process <br /> • An opportunity to solicit input on considerations and issues to be addressed through the <br /> Housing Element update process <br /> • <br /> The Council presentation will include the items above but will also feature a summary of feedback <br /> from the Housing Commission and Planning Commission kickoff meetings. <br /> Timing <br /> These meetings are anticipated to occur in May 2021. <br /> Roles <br /> • LWC will prepare a presentation and present at these meetings. LWC will also answer <br /> questions as determined by the City and LWC. LWC's attendance will be virtual. <br /> • City will lead and facilitate these meetings. City will prepare and distribute meeting <br /> notifications, agendas, and agenda packets. City will set up and administer the Zoom link, <br /> including phone participants.
