Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> City Councilmember Jack Balch recognized Planning Commissioner Greg O'Connor's last <br /> meeting and thanked him for his service to the community. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 5. Climate Action Plan Update — Review the draft strategies and actions for the Climate <br /> Action Plan Update (CAP 2.0) <br /> Associate Planner Megan Campbell and Management Analyst Zack Reda presented the <br /> specifics of the item in the Agenda Report. <br /> Commissioner Allen asked the pros and cons of silver versus gold Leadership in Energy and <br /> Environmental Design (LEED) standards. Ms. Campbell explained the silver level incorporating <br /> ten more points on the LEED scale so projects would have to incorporate more green aspects. <br /> She stated staff was in conversations with surrounding cities to determine the pros and cons of <br /> going with one over the other. She explained the higher certification would create greener <br /> development, and buildings and energy use were the second biggest emitter in the City so it <br /> would have a big impact. She stated the con would be cost. Commissioner Allen asked for <br /> more detail on CAP Strategy 1159, shared parking and what it would look like in Downtown. <br /> Ms. Campbell explained the Code currently allowed discrete uses to share parking in certain <br /> districts. <br /> Planning Commission Minutes Page 2 of 12 March 24, 2021 <br />
