surface. The soil is comprised of silty, expansive clays and is heavily impacted by
varying levels of moisture. The settlement is also occurring outside of the roadway on
private property. Ride quality is being impacted by deeper manholes which have not
settled, causing them to protrude from the street as the road settles around the
structures.
The Engineering Department is currently undergoing the process of selecting a qualified
consultant team to investigate the roadway settlement and develop a permanent repair
recommendation. A contract with the selected consultant will be brought to City Council
for award upon selection.
Budget
This project is one of many projects funded from the West Las Positas Boulevard Street
Repair Reserve (Hopyard to Stoneridge), CIP No. 11514, that is being used for the
continued maintenance of the roadway. Council awarded $232,072 for the construction
contract with Goodfellow Bros. LLC and authorized the Director of Engineering to
approve additional work up to a ten percent contingency of $23,207. Nothing
unexpected was discovered during the construction of the project, so one change order
was written for $23,207 to expand the work so as to repair as much street area as
possible with the authorized funds.
Staff recommends the remaining balance of$164,189 in CIP No. 11514 be used for the
investigation of the permanent repairs and to continue interim repairs as necessary.
Additional funding will be recommended as part of the upcoming Capital Improvement
Program budgeting to complete the design of the permanent repairs. When the full
scope of work necessary to permanently correct the ongoing settlement is known and
the repair project is designed, a recommended funding source for the repairs will be
presented to City Council for consideration.
Submitted by: Fiscal Review: Approve by:
%6e1-i,
Stephen Kir patrick Tina Olson Nelson Fialho
Director of ngineering Director of Finance City Manager
Attachment:
1.
