repaired with a conventional base repair construction method. This project also included <br /> the replacement of 340 feet of existing concrete curb and gutter, 2,200 square feet of <br /> existing sidewalk, and two ADA curb ramps. In addition, this project also overlaid the <br /> existing roadway surface with asphalt concrete within the project limits. <br /> In 2015, O'Grady Paving completed emergency repair work under the Annual Streets <br /> Resurfacing and Preventative Maintenance Project, CIP No. 14503, for $76,120 in <br /> areas adjacent to the 2013 repairs. The work included 21 locations along West Las <br /> Positas Boulevard between the DMV and Stoneridge Drive. Over 20,000 square feet of <br /> existing depressed pavement was milled and leveled with one-half-inch hot mix asphalt <br /> concrete; 1,200 square feet of distressed pavement was also repaired. The repairs near <br /> the DMV appear to be holding grade. <br /> In 2018, Ranger Pipelines completed leveling and roadway repairs at the Tassjara <br /> Creek crossing as part of the recycled water line lane restoration work. This included <br /> leveling work on the segments repaired in 2013 and 2015. <br /> In summer 2019, cracks and minor settlement began showing again within repaired <br /> areas, including areas filled with the lightweight cellular concrete. By spring 2020, <br /> significant settlement had occurred in the street. The City's Streets Maintenance <br /> Division then installed signage and began work on temporary leveling and roadway <br /> repairs. The capacity of the repairs became greater than what the Streets Division could <br /> efficiently handle. To address the urgent need of pavement restoration and provide a <br /> safe travel way to vehicular traffic, the Engineering Department scoped the project to be <br /> completed under an active paving contract. <br /> Proposals were requested from the three paving contractors that had active contracts <br /> with the City. Goodfellow Bros. LLC was the only contractor that had the capacity to <br /> complete the work. Given that the existing contract with Goodfellow Bros. LLC had <br /> federal funds, a National Environmental Policy Act review had to be completed prior to <br /> adding the work, which would have delayed the work into the rainy season. Staff <br /> recommended awarding a separate contract to ensure the work could be completed <br /> before wet weather arrived. <br /> On October 6, 2020, City Council awarded the contract to Goodfellow Bros. LLC to <br /> restore the pavement surface, providing a safe travel way for traffic in the amount of <br /> $232,072 and authorized the Director of Engineering to approve change orders up to <br /> the project contingency amount of $23,207. <br /> DISCUSSION <br /> This project temporarily repaired over 18,000 square feet of roadway in various <br /> locations on West Las Positas Boulevard between Hacienda Drive and Stoneridge <br /> Drive. The work included traffic control, base repairs, and milling and leveling of settled <br /> portions of the roadway. This remediating work was completed in late October 2020. <br /> These repairs are only temporary, and implementation of a long-term solution is <br /> necessary, since as described West Las Positas Boulevard has a history of localized <br /> settlement and differential movement. It is expected that the roadway will continue to <br /> experience differential settlement. Previous exploratory excavations have uncovered <br /> open cracks one-half-inch wide in the soil, extending over four feet below the roadway <br /> Page 3 of 4 <br />
