April 2021 DRAFT: FY2021/22 - FY 2022/23 City Council Work Plan
Staff Priority: A - Completed/milestone 1st year, B - Completed/milestone 2nd year
C - Completed/milestone as resources available, D - Not recommended Page# 7 of 24
Goals Project Description City Dpmnt.CIP?CIP Estimate
Staff
Priority Project Status Detailed Project Status
Mayor
Brown VA JB KN JT
Design Sunol Boulevard Interchange
Improvements
The Sunol Boulevard at I-680 interchange is the top ranked
intersection for future traffic signals. This project will be
separated into 3 phases. The first phase will analyze the
existing and anticipated future traffic volumes to develop a
feasible and optimal interchange configuration. This feasibility
study will look at several ramp designs (including new direct
access ramps), signalization, bicycle and pedestrian needs
as well as alternate design concepts like roundabouts. Once
the preferred alignment is determined, the second phase is
for the City to issue a Request for Proposals for design of the
interchange improvements so that a Plans and Specifications
package can be delivered to Caltrans for review and
approval. In the third and final phase, the City will construct
the project.
CDD/
ENG Yes
$10M (project
is in the design
phase only)
B
Underway The project is currently in the Environmental Phase.
This phase of the process is anticipated to take 1 year
to complete (completion in July 2021).
Upon completion Detailed Design and ROW acquisition
will commence (July 2021-Dec 2022) and construction
is anticipated to begin in February 2023 with completion
in June 2024.
This project will construct 2 traffic signals on Sunol
Boulevard, reconstruct the westbound to southbound
loop ramp including the bridge section and extend the
freeway merge section by 1000 feet to allow for
smoother transition onto the freeway mainline.
X
Design Reconstruction of West Las
Positas
This project aims to design a permanent reconstruction of
West Las Positas, including all pavement, curb and gutter,
sidewalk, and likely the landscaping as well. The
reconstruction will either restore the current lane
configuration, or reconstruct the lanes in a configuration as
recommended by the Bike, Pedestrian, Trails Committee,
dependent on the results of their proposed pilot project which
involves striping and other measures to test the proposed
land configuration.
ENG A
NEW
Design West Las Positas Boulevard
Bicycle and Pedestrian Improvements
The Pedestrian and Bicycle Master Plan has developed a
prioritized list of corridors to be completed with an "all users
and abilities" design concept. West Las Positas Boulevard is
ranked as the top corridor in the Pedestrian and Bicycle
Master Plan and this project will design the bicycle and
pedestrian improvements on West Las Positas from Foothill
Road to Kirkcaldy Street. These improvements may include
buffered and protected bike lanes, protected intersections,
enhanced crossings, pathway widening, way finding and
directional signage, recommendations for parking removal
and other bicycle and pedestrian related improvements.
CDD/
ENG Yes
$50,000 for
Design
$600,000 for
Initial Phased
Construction
A
Underway This project began in August 2018 and at the January
2020 Pedestrian, Bicycle and Trails meeting a final
design was selected from the 7+ alternatives created.
This project was placed on hold due to the pandemic
and staff is currently exploring funding opportunities to
combine this project with the reconstruction of West Las
Positas. Proceeding with the initial phased
improvements requires Council review and
consideration.
