THE CITY OF 14 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> March 16, 2021 <br /> City Attorney <br /> City Clerk <br /> TITLE: LOCAL CAMPAIGN FINANCE OPTIONS; REVIEW NEW STATE <br /> CONTRIBUTION LIMITS AND EXISTING CITY OF PLEASANTON <br /> VOLUNTARY EXPENDITURE LIMIT <br /> SUMMARY <br /> New state law limits a person's contributions to a candidate for city elective office at an <br /> amount established by the California Fair Political Practices Commission (FPPC). For <br /> 2021-2022, the maximum amount will be $4,900 per election. This new state law allows <br /> a local jurisdiction to adopt a contribution limit which is higher or lower. Currently, the <br /> City does not have a local contribution limit. <br /> In 2008, the City adopted a voluntary campaign expenditure limit with the goal of <br /> candidates engaging voters rather than relying on mass mailings or advertising. The <br /> voluntary expenditure limit is set at one dollar per registered voter plus an inflation <br /> adjustment (limit was $55,325 in 2020). There are no penalties for exceeding the limit. <br /> RECOMMENDATION <br /> Receive information and provide guidance to staff if any new contribution limits or <br /> expenditure limits are to be considered. <br /> FINANCIAL STATEMENT <br /> New contribution limits could be enforced through a contract with the Fair Political <br /> Practices Commission. <br />
