Despite the intent to appeal, and the possibility that RHNA numbers may be adjusted <br /> based on appeals or other challenges, or as a result of HCD's review, staff recommends <br /> using the most recently published estimate as a "working" number as the initial phases of <br /> the Housing Element update proceed, since delaying start of work until the allocations are <br /> final would allow insufficient time to complete the update. The final RHNA allocation will <br /> be issued in late 2021, providing sufficient time for the City to make any needed <br /> adjustments to the sites inventory or other components of the document. <br /> PROFESSIONAL SERVICES AGREEMENTS <br /> Consultant Selection Process: <br /> The City issued a Request for Proposals (RFP) to firms to assist in preparation of the <br /> update to the Housing Element. Based on a competitive RFP process that resulted in <br /> submittal of proposals from three firms, staff recommends selection of Lisa Wise <br /> Consulting to assist with the preparation of the next Housing Element Update. LWC <br /> previously completed seven 5th Cycle Housing Element updates (including the City of <br /> Livermore's last cycle Housing Element) and is currently working to prepare 6th Cycle <br /> Updates for the Cities of Long Beach, Woodland, Coachella, and several other southern <br /> California cities. Since the update process for Southern California and Sacramento area <br /> cities is already underway, LWC is able to bring their experience preparing Housing <br /> Elements under the most recent changes to State law, to Pleasanton's update. <br /> Staff proposes that the City separately engage First Carbon Solutions (FCS) to assist in <br /> the preparation of all the appropriate environmental documents for compliance with the <br /> California Environmental Quality Act (CEQA), including an Environmental Impact Report <br /> (EIR) associated with the Housing Element Update and any required re-zonings.3 <br /> FCS is one of the City's on-call CEQA consultants and has extensive knowledge of the <br /> City's current Housing Element, and the Climate Action Plan General Plan Amendment <br /> and Rezoning Final Supplemental Environmental Impact Report (SEIR) that was <br /> prepared in conjunction with the 4th and 5th Cycle updates, having provided analysis for <br /> six addendums on existing Housing Element Inventory sites in the current cycle. Their <br /> team includes a comprehensive range of technical staff and subconsultants, including <br /> Fehr & Peers, who was involved in the recent update to the Citywide traffic model and will <br /> assist in providing the needed traffic analysis. <br /> Although re-zoning of sites does not have to occur until three years following adoption of the Housing Element <br /> (January 23,2026),the EIR will analyze the effects of prospective zoning changes,so that they can be fully <br /> understood and used to inform the Housing Element process.If the re-zoning of sites is not completed within three <br /> years,the City would be prohibited from applying any discretionary approvals to a housing development project on the <br /> site(s)that is to be rezoned,provided the project complies with applicable objective design standards.As part of the <br /> 2012 Housing Element update,the City Council re-zoned sites at the same time as the Housing Element was adopted <br /> as required by the settlement agreement and since the City was out of compliance with State law. <br /> Page 5 of 8 <br />
