Meeting the RHNA for below-market-rate <br /> units, given past production trends and the large increase in these categories, is going to <br /> continue to pose a significant challenge. <br /> Several steps remain in the RHNA process, including the opportunity for individual <br /> jurisdictions to file appeals to ABAG/MTC of their draft allocations. The next steps and <br /> estimated timeline, as published by ABAG/MTC2 include: <br /> • HCD completes review and approval of RHNA methodology - 60 day review period <br /> underway, ends early April) <br /> • ABAG/MTC releases Draft RHNA allocations to local jurisdictions —April/May 2021 <br /> • Appeal Period and Process (includes public hearings) - Summer/Fall 2021 <br /> • Final RHNA - Late 2021. <br /> Based on the City's previously-expressed concerns about the RHNA methodology, staff <br /> believes there will be a basis to file an appeal of Pleasanton's allocation, and that it is <br /> important to pursue every available avenue to ensure the City receives a fair and <br /> appropriate allocation. Nonetheless, it should be recognized that, in past cycles, and as <br /> has recently been seen in the recent RHNA appeals process for the Southern California <br /> (SCAG) region, a very low proportion of appeals are ultimately granted. <br /> In addition to the official appeals process, a number of outside groups have initiated <br /> efforts to challenge the State of California over the RHNA process and regional <br /> allocations. These include groups who believe there is evidence that State has <br /> overestimated statewide and regional housing needs due to flawed methodology and <br /> assumptions; as well as housing advocacy groups who conversely argue that the current <br /> RHNA cycle underestimates the State's housing needs.
