She stated she would like the Council to take a position on getting the League of <br /> California Cities to stand up for Pleasanton on this issue by directing staff to write a letter opposing the <br /> Housing Accountability Unit <br /> City Manager Fialho stated a letter opposing the Governor's budget proposal should be brought to the <br /> Council. He stated another option is the City's typical process to wait for the Legislative Subcommittee <br /> to meet and establish a platform encompassing the full legislative agenda and budget process. <br /> Councilmember Testa stated this letter requesting a withdrawal would be time-sensitive since the <br /> budget has not yet been passed. Mayor Brown stated she would support it calling the proposal <br /> micromanaging and "Big Brother" intrusive. Councilmember Arkin stated her support for such a letter. <br /> Councilmember Narum stated she would like to have this in the Legislative Subcommittee discussion <br /> for their Lobbyist's priority list in the totality of the State's legislative proposals. She called for a <br /> comprehensive response package and not nickel-and-diming. She called for being more focused in <br /> responses to a legislative session full of draconian bills. <br /> Mayor Brown repeated her support of a letter in advance stating it is due to this not being a legislative <br /> act but rather a Gubernatorial budget item. <br /> Councilmember Testa called for a discussion on a letter to the League of California Cities asking it to <br /> be stronger in its advocacy for local control. She noted a lot of other cities are also having this <br /> conversation. <br /> In response to Councilmember Narum's inquiry, Councilmember Testa clarified she is active with a <br /> group of local elected officials who discuss what can be done to stand up for local control across the <br /> State. She added they discuss matters inclusive of standing up to RHNA allocations and forthcoming <br /> legislation. She echoed Mayor Brown's words earlier of how a single city can be a target but there is <br /> strength in numbers if a coalition can be formed. <br /> In response to Councilmember Arkin's inquiry, City Manager Fialho confirmed her request from the <br /> December 15, 2020, meeting for a future discussion is still in the works. Mayor Brown added it can take <br /> a few meetings if the subject is complex. <br /> Councilmember Balch relayed the Planning Commission is working on design guidelines to be objective <br /> and not as subjective in their process similar to what they brought up tonight on ADUs. He added the <br /> consultant the Commission hired is working on a tour to track approvals and ensure a better product <br /> and it should come to Council soon for approval.
