Motion failed by the following vote: <br /> Ayes: Councilmember Arkin <br /> Noes: Councilmembers Balch, Narum, Testa, Mayor Brown <br /> Absent: None <br /> Councilmember Testa moved to not have any occupational preferences and stand by the priority point <br /> system which does not include occupations. The motion was not seconded. <br /> Councilmember Balch moved to approve staff recommendations with the addition of a six month <br /> minimum period of employment. He mentioned he would be amiable to a BMR amendment. <br /> In response to Councilmember Arkin's inquiry, Councilmember Balch stated he would be amiable to <br /> modifying the two bonus points to one. She stated she would like to see the BMR units included. <br /> Councilmember Balch expressed his interest in their inclusion so the priority programs are consistent. <br /> He restated his motion with the inclusion of BMR and awarding just one point. Councilmember Arkin <br /> seconded the motion. <br /> Councilmember Narum expressed her support for the motion and particularly specifying a length of time <br /> for employment. <br /> Councilmember Testa stated she preferred the earlier motion and this motion is inappropriate because <br /> it excludes people by employment. She stated the priority program should be more income-based. <br /> Councilmember Arkin stated she would like to see more occupational groups added but feels Council <br /> support does not exist. She stated her agreement with the idea of giving public servants one extra <br /> bonus point. <br /> MOTION: It was m/s by Balch/Arkin adopt and waive full reading of Resolution No. 21-1199 to <br /> approve Down Payment Assistance Program preferences for Pleasanton Unified School District, City of <br /> Pleasanton, and Alameda County employees, and employees of not-for-profit agencies providing social <br /> services to Pleasanton residents; reduce the bonus points for these groups from two to one; apply <br /> these changes to the Below Market Rate Rental Assistance Program's preference program; and <br /> mandate a six-month minimum term of employment. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Mayor Brown <br /> Noes: Councilmember Testa <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Testa, building upon the ADU debate, requested Council support, as last year's <br /> California Senate Bill 1120 has come back as Senate Bill 9. She noted the Councilmembers all <br /> received a letter from California Cities For Local Control asking State-wide for support through <br /> resolutions fighting their potential loss of local control under SB 9. She asked if a resolution could be <br /> adopted, even in general terms, stating the City does not stand for loss of local control and unfunded <br /> mandates being imposed by the State. <br /> Councilmember Testa stated her inquiry is to assess possible Council support and whether it would <br /> need to go through the Legislative Subcommittee. City Manager Fialho stated the resolution would <br /> have to be adopted by the Council.
