CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> January 19, 2021 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-25-20 COVID-19 pandemic protocols. <br /> Mayor Brown called the teleconferenced regular meeting of the City Council from various remote <br /> locations to order at the hour of 7:00 p.m. Councilmember Arkin led the Pledge of Allegiance and <br /> provided opening comments. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> Councilmember Arkin pulled Item 2, which was moved to the regular agenda as Item 18. <br /> CONSENT CALENDAR <br /> In response to Councilmember Naurm's inquiry, Traffic Engineer Mike Tassano clarified the specific <br /> sections of Stoneridge Drive included in the proposal and noted the section from Foothill Road to <br /> Stoneridge Mall Road mentioned in the inquiry is already 40 MPH. <br /> City Manager <br /> 1. Approved minutes of November 17 and December 1, 2020 <br /> 2. Moved to regular agenda - Adopt a resolution approving Down Payment Assistance Program <br /> preferences for Pleasanton Unified School District, City of Pleasanton, and Alameda County <br /> employees and employees of not-for-profit agencies providing social services to Pleasanton <br /> residents <br /> Community Development <br /> 3. Adopted and waived full reading of a Resolution 21-1196 prohibiting parking of vehicles over <br /> twenty feet in length on the north side of the 1-580 freeway sound wall on Pimlico Drive from 3897 <br /> Brockton Drive due east to 3783 Pimlico Drive and authorizing the City Traffic Engineer to install <br /> signs giving notice of said parking restriction <br /> 4. Introduced and waived first reading of Ordinance No. 2212 amending Title 11, Chapter 11.20. <br /> Section 11.20.010 of the Pleasanton Municipal Code changing the posted speed limit on <br /> Stoneridge Drive between Stoneridge Mall Road and Johnson Drive from 45 MPH to 40 MPH and <br /> between Johnson Drive and Hopyard Road from 45 MPH to 40 MPH <br /> 5. Approved and authorized the City Manager to execute on-call CEQA agreements with <br /> FirstCarbon Solutions. Placeworks. and Rincon Consulting to provide on-call CEQA professional <br /> services on an as-needed basis in the total aggregate amount for all three firms not to exceed <br /> $1.500.000 for FY 2020/21 through FY 2023/24 with the option of up to two one-year extensions: t <br /> authorized the Director of Community Development to approve task authorizations up to $100,000 <br /> for CEQA services funded entirely by a project applicant and up to $25,000 for CEQA services to <br />
