DISCUSSION <br /> The Bridge Improvements at Various Locations Project, CIP No. 16514 — Fed ID <br /> 5101(029), performed routine preventative maintenance that included various repairs, <br /> such as concrete spall and crack repairs and joint seal replacements, at Case Avenue <br /> Bridge at Mission Creek, Laurel Creek Drive Bridge at Laurel Creek, West Las Positas <br /> Boulevard Bridge at G-3 Channel, and Owens Drive Bridge at Chabot Channel. In <br /> addition, the project included major maintenance at the Santa Rita Road Bridge at <br /> Arroyo Mocho which included installation of concrete approach slabs, deck sealing and <br /> water line work to address the settlement occurring at the approaches of the bridge. <br /> The project construction proved very challenging, requiring additional funding to <br /> address several unforeseen conditions. In the end, there were 12 change orders for a <br /> total of $263,351, including the balancing change order, negotiated by the Director of <br /> Engineering to address issues discovered during construction that were unforeseen at <br /> the time of project design. Attachment 2 is a list of the change orders. <br /> Consultant Support <br /> In addition to the construction contractor, various consultant services were required on <br /> the project, both during design and construction. <br /> Biggs Cardosa and Associates, Inc. provided design and construction support services <br /> for review of project submittals, RFIs and review field conditions. <br /> Geocon, Inc., through the City's on-call professional services agreement for <br /> geotechnical services, provided material testing and soil density and compaction <br /> testing, abiding by the City's Quality Assurance Program. <br /> Pakpour Consulting, Inc., through the City's on-call professional services agreement for <br /> general civil engineering, provided engineering support services, reviewed the project <br /> documents and updated the City's procurement documents for consulting support <br /> services for federal funded projects, utilized for procuring TRC's services. <br /> TRC Engineers, Inc., through a professional services agreement, performed on-site <br /> inspection and resident engineering services for the project. TRC provided a full-time <br /> inspector to oversee the daily work. In addition, TRC provided a part-time resident <br /> engineer to complete, review, and approve for submittal, all the required Caltrans <br /> documents. The change orders on the project added over a month of on-site work, plus <br /> a higher than anticipated amount of Caltrans paperwork to the project. Working with City <br /> staff to supplement where possible, TRC was still unable to complete the work within <br /> the original estimated hours. Staff recommends approving Amendment No. 1 to the <br /> contract for $31,700 to cover the additional inspection and resident engineering services <br /> required. <br /> Project Costs and Funding Sources <br /> The total project cost, including design, the construction contract, all change orders, and <br /> consultant services was $2,008,685, with a total funding of$2,044,763 as summarized <br /> in Attachment 1. Funding is primarily comprised of reimbursable federal grant funds that <br /> cover 88.53 percent of eligible expenditures with a 11.47 percent local share. The <br /> Page 5 of 6 <br />
