West Las Positas Boulevard Bridge at G-3 Channel (Br No. 33C-0461) <br /> The scope of work for this bridge included epoxy injection of cracks and repairing <br /> spalls in the concrete culvert cells. <br /> 5. Owens Drive Bridge at Chabot Channel (Br No. 33C-0462) <br /> The scope of work for this bridge included epoxy injection of cracks and repairing <br /> spalls in the concrete culvert cells. <br /> On June 16, 2020, City Council awarded a contract in the amount of$1,358,864 to the <br /> lowest bidder, California Engineering Contractors, Inc., for the Bridge Improvements at <br /> Various Locations Project, CIP No. 16514 — Fed ID 5101(029), and authorized the <br /> Director of Engineering to negotiate and approve change orders up to the budgeted <br /> project contingency amount of $136,000. In addition, City Council approved various <br /> consultant support contracts for material testing and inspection services that were <br /> necessary to complete the project. (Attachment 1 lists all project expenditures.) <br /> Construction began in July 2020. <br /> On November 17, 2020, City Council allocated an additional $188,000 in contingency to <br /> the Bridge Improvements at Various Locations Project, CIP No. 16514 — Fed ID <br /> 5101(029), to fund several change orders for work associated with various unforeseen <br /> conditions that were in the process of being negotiated by the Director of Engineering. <br /> The allocation was in addition to the $136,000 originally budgeted in the project <br /> contingency. Four primary issues prompted the staff request for additional contingency <br /> funding: <br /> 1. Adding a sixth construction phase to the schedule to safely implement traffic <br /> control; <br /> 2. Additional crack repair by epoxy ejection that exceeded the estimated quantity; <br /> 3. Required water pipeline and valve modifications due to differing field conditions <br /> associated with the existing pipeline compared to record drawings; and <br /> 4. Additional street paving required under this project. A city paving contractor <br /> planned to pave in close proximity to the Santa Rita Road Bridge but could not <br /> complete the work due to a conflict with this project's schedule extension for <br /> change order work. Also, the asphalt that was to be removed and replaced from <br /> the Santa Rita Road Bridge deck as part of the project was much thicker than <br /> anticipated. <br /> In addition to increasing the project contingency on November 17, 2020, the Council <br /> authorized the Director of Engineering to continue with the negotiations on the above <br /> items and any other items that might arise, and approve project change orders up to a <br /> new not-to-exceed total contingency amount of$324,000. <br /> Page 4 of 6 <br />
