Authorize the transfer of$3,184 from the Santa Rita Road/Hopyard Road Piping <br /> Improvements, CIP No.18128, to the Bridge Improvements at Various Locations, <br /> CIP No. 16514, for water pipeline improvements required at the Santa Rita Road <br /> Bridge. <br /> 5. Appropriate $106,286 (for a total of $1,483,626) in HBP grant funding to the Bridge <br /> Improvements at Various Locations, CIP No. 16514 — Fed ID 5101(029), upon the <br /> expected approval by Caltrans. <br /> 6. Authorize the transfer of the projects remaining local street funds (an anticipated <br /> $145,548) to their respective fund sources after receiving the grant fund <br /> reimbursements. <br /> FINANCIAL STATEMENT <br /> The total project cost, including design, is $2,008,685 with a total funding of$2,044,763 <br /> as summarized in Attachment 1. Funding is primarily comprised of reimbursable federal <br /> grant funds that cover 88.53 percent of the eligible expenditures with a 11.47 percent <br /> local share. The available funds budgeted in the project are different than the final <br /> expenditures and the eligible grant reimbursement ratios. A total of$1,483,626 of <br /> expenditures is expected to be reimbursed by grant funding. A total grant funding of <br /> $1,377,340 is budgeted in the CIP, leaving a shortfall of $106,286 in the currently <br /> allocated budget. Staff recommends allocating $106,286 in additional grant funding <br /> upon the expected approval by Caltrans. The water pipeline improvements, which cost <br /> $283,022, are not eligible for grant funding. The project water funding totaled $279,838, <br /> leaving a shortfall of$3,184. Staff recommends transferring $3,184 from the Santa <br /> Rita/Hopyard Piping Improvements, CIP No. 18128, to cover the water related <br /> expenditure shortfalls. Project funding includes $387,585 of local street funding with an <br /> anticipated expenditure of$242,037. The anticipated expenditure includes the City's <br /> 11.47 percent as local share toward the federal grant, and other expenditures <br /> associated with the project but not eligible for grant funding, leaving an anticipated <br /> project surplus of$145,548. In the event that additional grant funding is not approved, <br /> the remaining local street surplus funding will be used to cover any shortfalls. Staff <br /> recommends transferring the projects remaining local street funds (an anticipated <br /> $145,548) to their respective fund sources after receiving the grant fund <br /> reimbursements. <br /> BACKGROUND <br /> The City of Pleasanton's Bridge Preventative Maintenance Program (BPMP) includes <br /> bi-annual bridge inspection reports by Caltrans personnel for bridges located within the <br /> City and listed in the National Bridge Inventory (NBI). The bi-annual inspections review <br /> the condition of each bridge in the NBI. If the inspections reveal a deficiency, the <br /> inspection reports recommend the necessary maintenance to correct the deficiency. <br /> Through this process, five bridges within Pleasanton were identified as needing <br /> preventative maintenance. Using the inspection reports as back up, City staff applied for <br /> a federal BPMP grant to fund the identified preventative maintenance. The grant was <br /> approved in 2015; the work was then budgeted in the Capital Improvement Program <br /> and scheduled for implementation. <br /> Page 2 of 6 <br />
