THE CITY OF 7 gra CITY COUNCIL AGENDA REPORT pLEASANTON. March 2, 2020 Engineering TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY CALIFORNIA ENGINEERS CONTRACTORS, INC. FOR THE BRIDGE IMPROVEMENTS AT VARIOUS LOCATIONS PROJECT, CIP NO. 16514 — FED ID 5101(029), AND APPROVE CONTRACT AMENDMENT NO. 1 TO TRC ENGINEERS, INC. FOR $31,700 FOR ADDITIONAL CONSTRUCTION SUPPORT SERVICES SUMMARY On June 16, 2020, City Council awarded the Bridge Improvements at Various Locations Project, CIP No. 16514 — Fed ID 5101(029), to California Engineering Contractors, Inc. (CEC) in the amount of $1 ,358,864 and various consulting contracts totaling $194,323. The project performed routine preventative maintenance, including various repairs such as concrete spall and crack repairs and joint seal replacements, at Case Avenue Bridge at Mission Creek, Laurel Creek Drive Bridge at Laurel Creek, West Las Positas Boulevard Bridge at G-3 Channel and Owens Drive Bridge at Chabot Channel. In addition, the project included major maintenance at Santa Rita Road Bridge at Arroyo Mocho. The maintenance included installation of approach slabs, deck sealing and water line work to address the settlement occurring at the approaches of the bridge. On November 17, 2020, City Council allocated an additional $188,000 in project contingency funding to cover the anticipated contract change orders due to unforeseen conditions discovered during construction. Additional inspection and resident engineer work performed by TRC Engineers, Inc. (TRC) was necessary to oversee the additional change order work. Staff recommends approval of Amendment No. 1 to the contract with TRC Engineers, Inc. for an additional $31 ,700. The work is completed, and it is recommended that City Council accept the project as complete and direct the City Clerk to file a Notice of Completion with the Alameda County Clerk-Recorder's Office. RECOMMENDATION 1. Accept the improvements for the project and authorize the City Clerk to file a Notice of Completion with the Alameda County Clerk-Recorder's Office. 2. Authorize payment of the retention in the amount of $81 ,111 to California Engineers Contractors, Inc. 30 days after recordation of the Notice of Completion. 3. Authorize the City Manager to enter into Amendment No. 1 to the design professional services agreement with TRC Engineers, Inc., increasing the contract by $31 ,700 (for a total not-to-exceed amount of $181 ,658) to provide additional required construction support services for this project.
