THE CITY OF 7 <br /> gra CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> March 2, 2020 <br /> Engineering <br /> TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY CALIFORNIA <br /> ENGINEERS CONTRACTORS, INC. FOR THE BRIDGE IMPROVEMENTS <br /> AT VARIOUS LOCATIONS PROJECT, CIP NO. 16514 — FED ID 5101(029), <br /> AND APPROVE CONTRACT AMENDMENT NO. 1 TO TRC ENGINEERS, <br /> INC. FOR $31,700 FOR ADDITIONAL CONSTRUCTION SUPPORT <br /> SERVICES <br /> SUMMARY <br /> On June 16, 2020, City Council awarded the Bridge Improvements at Various Locations <br /> Project, CIP No. 16514 — Fed ID 5101(029), to California Engineering Contractors, Inc. <br /> (CEC) in the amount of $1 ,358,864 and various consulting contracts totaling $194,323. <br /> The project performed routine preventative maintenance, including various repairs such <br /> as concrete spall and crack repairs and joint seal replacements, at Case Avenue Bridge <br /> at Mission Creek, Laurel Creek Drive Bridge at Laurel Creek, West Las Positas <br /> Boulevard Bridge at G-3 Channel and Owens Drive Bridge at Chabot Channel. In <br /> addition, the project included major maintenance at Santa Rita Road Bridge at Arroyo <br /> Mocho. The maintenance included installation of approach slabs, deck sealing and <br /> water line work to address the settlement occurring at the approaches of the bridge. On <br /> November 17, 2020, City Council allocated an additional $188,000 in project <br /> contingency funding to cover the anticipated contract change orders due to unforeseen <br /> conditions discovered during construction. Additional inspection and resident engineer <br /> work performed by TRC Engineers, Inc. (TRC) was necessary to oversee the additional <br /> change order work. Staff recommends approval of Amendment No. 1 to the contract <br /> with TRC Engineers, Inc. for an additional $31 ,700. The work is completed, and it is <br /> recommended that City Council accept the project as complete and direct the City Clerk <br /> to file a Notice of Completion with the Alameda County Clerk-Recorder's Office. <br /> RECOMMENDATION <br /> 1. Accept the improvements for the project and authorize the City Clerk to file a Notice <br /> of Completion with the Alameda County Clerk-Recorder's Office. <br /> 2. Authorize payment of the retention in the amount of $81 ,111 to California Engineers <br /> Contractors, Inc. 30 days after recordation of the Notice of Completion. <br /> 3. Authorize the City Manager to enter into Amendment No. 1 to the design <br /> professional services agreement with TRC Engineers, Inc., increasing the contract <br /> by $31 ,700 (for a total not-to-exceed amount of $181 ,658) to provide additional <br /> required construction support services for this project. <br />
