CITY COUNCIL AGENDA REPORT <br /> March 2, 2021 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> A CONSTRUCTION CONTRACT TO WESTCAL DESIGN AND BUILD, INC. <br /> IN THE AMOUNT OF $1,020,000 FOR THE LIFT STATIONS 7 AND 8 <br /> VENTILATION AND LIGHTING IMPROVEMENTS PROJECT, CIP NO. <br /> 21267; AND AWARD A PROFESSIONAL SERVICES AGREEMENT TO <br /> TJC AND ASSOCIATES, INC. FOR THE NOT-TO-EXCEED AMOUNT OF <br /> $53,500 FOR CONSTRUCTION SUPPORT SERVICES <br /> SUMMARY <br /> The Lift Stations 7 and 8 Ventilation and Lighting Improvements Project will make <br /> necessary repairs to the two 42-year-old sanitary sewer pump stations. The venting and <br /> lighting systems at the two pump stations are now failing, with components of the <br /> systems at each station no longer functioning due to corrosion from continuous <br /> exposure to hydrogen sulfide that is common in domestic sewage. The project will <br /> include replacement of the entire ventilation system at both stations, replacement of the <br /> wetwell lighting, Supervisory Control and Data Acquisition (SCADA) improvements, and <br /> replacement of air monitoring equipment necessary for personnel access into the the <br /> stations. The project was designed by TJC and Associates Inc. (TJCAA). The project <br /> was competitively bid with three bidders submitting bids. The lowest responsive and <br /> responsible bid was from WestCal Design and Build, Inc. (WestCal) in the amount of <br /> $1,020,000. Staff recommends award of the construction contract to the low bidder. <br /> Staff also recommends the award of a contract to the project designer, TJC and <br /> Associates, Inc. for construction support services in the amount of $53,500. <br /> RECOMMENDATION <br /> 1 . Approve the plans and specifications, review the bids received, and award a <br /> construction contract for the project to WestCal Design and Build, Inc. of Union City, <br /> Ca, in the amount of$1,020,000. <br /> 2. Authorize the City Manager to enter into the construction contract. <br /> 3. Authorize the Director of Engineering to approve and execute contract change <br /> orders for a contingency amount not-to-exceed $153,000 (approximately 15%). <br /> 4. Authorize the City Manager to enter into the professional services agreement with <br /> TJC and Associates, Inc. to provide construction support services in the not-to- <br /> exceed amount of $53,500. <br /> 5. Allocate $1,260,350 in funding from the Sewer Replacement Fund (Fund 431) to <br /> the LS 7 and LS 8 Ventilation and Lighting Improvements Project, CIP No. 21267. <br />
