Box 520 Pleasanton, CA 94566 Attn: Rita Di Candia January 25, 2021 WRA Project No. 29118 PURPOSE The purpose of this Change Order is to request funds to complete the Phase 2 for agency submittals and permit processing which includes preparation of a new document. We found that the remaining funds are insufficient to complete permit coordination and preparation of a new document as requested by the Regional Water Quality Control Board. With Change Order 3 funds,we are intending to prepare a Habitat Mitigation and Monitoring Plan and conduct agency coordination to obtain the final permits. ADDITIONAL WORK PRODUCTS • Draft and Final Habitat Mitigation and Monitoring Plan • Permit Processing Support ADDITIONAL SCOPE OF WORK In addition to the original Scope of Work and Change Order 1, the following tasks are added PHASE 2, REGULATORY PERMITTING Phase 2, Task 3: RWQCB Section 401 Water Quality Certification for the RGP A Habitat Mitigation and Monitoring Plan (HMMP)was requested by the RWQCB. WRA will complete the draft HMMP prepared in a specific format that will specify the methods, interim monitoring, and success criteria for restoration or enhancement efforts to offset impacts from the proposed project. A limited amount of time, up to 6 hours, is included in this task to advise on mitigation site identification. If additional time is needed for site identification, a change order may be necessary. The draft plan will be submitted to the RWQCB for initial comment, and then revised based on comments received. This task includes up to two rounds of comments from the RWQCB on the HMMP prior to finalizing for submittal.
