The County conditioned their offer to cover these <br /> additional testing costs on the City of Pleasanton continuing to be the conduit of the <br /> payments on behalf of the County. <br /> SVC proposed to continue COVID testing through from January 4, 2021 through March <br /> 31, 2021 and the County agreed to fund that effort including covering the Fairgrounds <br /> rent. The County continues to condition their offer to cover these additional testing costs <br /> on the City of Pleasanton continuing to be the conduit of the payments on behalf of the <br /> County. <br /> Between April 27 and December 31, 2020 SVC tested 27,078 residents. <br /> DISCUSSION <br /> The Alameda County Board of Supervisors delegated authority to the Alameda County <br /> Health Care Services Agency (HCSA) to negotiate and execute the Second <br /> Amendment to the MOU with the City, who is acting on behalf of the three Tri-valley <br /> cities to incur the approved SVC testing costs and Fairgrounds rent and will submit <br /> required documentation to HCSA for reimbursement. <br /> The primary terms of the proposed Second Amendment include: <br /> • testing for first responders, health care workers, persons with recent suspected <br /> exposures to COVID-19, and other County residents, <br /> • the County reimbursing the City up to $450,000 for SVC's testing costs at the <br /> Fairgrounds within 30-days of receipt of the City's invoice, <br /> • the County reimbursing the City up to $195,750 for use of the Fairgrounds space <br /> for SVC to administer tests, and <br /> • requirements for the City to maintain records consistent with federal and state <br /> requirements. <br /> Submitted by: Approved b : <br /> /11/17/ <br /> Tina Olson Nelson Fialho <br /> Director of Finance City Manager <br /> Attachments: <br /> 1 .
