anticipated to be expended out of Bi-Annual Water Quality Improvements, CIP No.
17100, for the design of the project and for bid phase support.
The anticipated total expenditure for this project is $2,027,643, including a construction
contingency of$215,869 and $214,263 in construction support services to be provided
by various consultants as outlined, leaving a project shortfall of $921,732 (see
Attachment 1). Since this project will benefit both existing and future customers, staff
recommends an allocation of $645,212 from the Water Replacement Fund (Fund 421)
and $276,520 from the Water Expansion Fund (Fund 422) to cover the project shortfall.
PGE has not completed the design and cost estimate for the electrical upgrades
necessary at the Foothill Reservoir tank. Carollo recommends budgeting $10,000 to
cover the eventual PGE design and construction at this tank. PGE has completed the
Sycamore tank design and requires $2,700 to upgrade their facilities at this tank. The
total anticipated expenditure to upgrade PGE's services for both locations is $12,700.
Staff recommends that the contingency amount for this project is set at 15 percent of
the construction contract for the potential expansion of the project scope, which may
occur due to differing site conditions and for potential changes that occur when PGE
determines how to upgrade their systems to serve the Foothill Reservoir tank.
The funding and anticipated project expenditures are further detailed in Attachment 1.
Schedule
Design and fabrication of the RCS units is anticipated to take 12 to 14 weeks.
Construction of the site improvements is anticipated to begin in May 2021 and to be
completed by end of November 2021. Functional testing and startup of the units will
take place in November. The work will not require the tanks to be taken out of service
and it is anticipated there will be no impacts to water service to any water customers
during construction.
In summary, the proposed schedule for the project is as follows:
Approval of Plans and Specifications/Award of Contract February 16, 2021
Contractor to start of Procurement of RCS March 2021
Contractor to start Construction May 2021
Construction Complete November 2021
Submitted by: Fiscal Review: Approved by:
11/1. c[t.:6-P
Stephen Kirkpatrick Tina Olson Nelson Fialho
Director of Engineering Director of Finance City Manager
Attachments:
1.
