Councilmember Balch encouraged Pleasanton residents and businesses to persevere in these <br /> challenging times of pandemic. He added everyone is feeling the pain of the pandemic in some ways <br /> and promised to work as hard as he can to help the community survive these devastating <br /> circumstances. He encouraged residents to patronize local businesses and give donations to local <br /> charities. He encouraged residents to reach out to others to rekindle hope and not forget about senior <br /> citizens. <br /> Councilmember Balch stated his grandmother taught about grit. determination. how to show up for life <br /> and to support one another with caring and kindness. He challenged all to think of innovative ways to <br /> support one another and the community in these perilous times. He called for ideas and suggestions <br /> and promised to be there for them. <br /> Councilmember Balch concluded his remarks with a call to show empathy, advance kindness, and <br /> cultivate gratitude. He added the City relied on contractual support more than in-house support from March through <br /> July while City employees were at home thus making this increase a blip in spending as opposed to a <br /> new normal level. <br /> Councilmember Balch recused himself from Item No. 3 due to his previous work with the Planning <br /> Commission. <br /> City Manager <br /> 2.
