4) Failure to maintain the tires, lights, turning <br /> signals, or brakes in good and safe operating <br /> c o nd i t ion. <br /> <br /> 5) Failure to maintain the motor and other mechanical <br /> parts of the car in good and safe operating <br /> condition. <br /> <br /> 6) The failure to have an adequate exhaust system, <br /> that complies with State law, properly installed <br /> and in good working condition. <br /> <br /> 7) The existence of large or excessive dents or <br /> scratches in the body of the taxicab. <br /> <br /> 8) Improper maintenance of the exterior paint, in <br /> the proper color scheme. <br /> <br /> 9) The existence of excessive wear and tear on the <br /> upholstery, floor mats and other parts of the <br /> interior of the taxicab. <br /> <br /> 10) Failure to have adequate interior lighting in <br /> proper working condition. <br /> <br /> e) Cleaning of Interior. The interior of every taxicab <br /> shall be thoroughly" cleaned at least once in every <br /> twenty-four (24) hours. <br /> <br /> f) Cleaning of Exterior. The exterior of every taxicab <br /> shall be thoroughly cleaned at least once in every <br /> s even ( 7 ) days. <br /> <br /> §24. TAXICAB STANDS. The City Traffic Engineer of the City <br />of Pleasanton is hereby authorized and empowered to establish open <br />stands in such place or places upon the streets of the City of <br />Pleasanton as he deems necessary for the use of taxicabs operated <br />in the City° Said City Traffic Engineer shall not create any open <br />stand without taking into consideration the need for such open <br />stands by the companies, the various traffic engineering factors, <br />the convenience to the general public, and the abutting property <br />owner. The City Traffic Engineer shall prescribe the number of <br />taxicabs that shall occupy such open stands. The City Traffic <br />Engineer shall not create an open stand in front of any place of <br />business where such stand would tend to create a traffic hazard. <br /> <br /> Open stands shall be used by the different drivers on <br />a first come first served basis. The driver shall pull onto the <br />open stand from the rear and shall advance forward as the cabs <br />ahead pull off. Drivers shall stay within five feet of their cabs; <br />they shall not solicit passengers; or engage in loud or boisterous <br />talk while at a stand. Nothing in this Ordinance shall be con- <br />strued as preventing a passenger from boarding the cab of his <br />choice that is parked at the open stand. <br /> <br /> Closed stands will be apportioned on the basis of one <br /> <br /> <br />
