Change Order Three
This change order totaled $80,192 and involved constructing the concrete foundation
and underground electrical connections from the existing building to the storage shed,
as well as the cost of the two forklifts required to remove the shed from the shipping
trailer, and mounting it to the foundation. This cost also included the concrete ramps
used to access the storage shed and the transformer needed to step down the voltage
of the only available, unused circuit serving the existing library to the voltage needed for
the shed systems. This cost was as expected and, as stated earlier, was the reason for
the relatively high contingency amount recommended at the time of award.
Change Order Four
This change order included six components. Two were changes/improvements to the
existing plans as requested by the library staff as the project was underway: installation
of a slat wall instead of reinstalling the shelving on a wall outside the remodel area (as
shown on the plans) based upon a different, preferred way of displaying library material;
and fabrication and installation of a heavy-duty steel railing on the edges of the ramp
leading to the storage shed. This railing was thought important to avoid heavy book
carts being inadvertently pushed off the edge by library staff. These two components
cost a combined $19,339. Three components involved required unforeseen
miscellaneous items necessary to connect the modified HVAC system in the remodeled
area to the existing HVAC system. Specifically, new conduit was required for the
thermostat wiring, additional modifications were required to the duct work to connect
several HVAC diffusers correctly, and it was necessary to install wiring to power the
variable air flow valves which control the balance of air flow in the existing library and in
the remodel area. These items added $9,547 to the project cost. Finally, at the final
inspection the Fire Marshal requested some modifications to the fire alarm strobe light
alerting system. These changes cost a total of $2,959. These six components resulted
in Change Order Four at a cost of $31,252.
Change Order Five
This change order had three components and increased the contract by $3,364. The
first component was deductive in the amount of $3,901. This removed the work
associated with the relocation of the panel and intruder alarm added in Change Order
Two. When the contractor began this work, it proved more complicated than expected. It
was determined that this work would best be performed by Harvey Electric, a City on-
call contractor who had prior experience with how the old existing system was wired.
The second component added $698 to install additional stainless steel wall corner
guards in areas that were identified by the library staff as where heavy book cart use
would occur. Finally, an additional cost of $6,567 was required to hire a crane and pay
riggers to lift the storage shed into position because the two large forklifts that were
included in Change Order Three were inadequate for positioning the storage shed in the
very tight area that the shed was to be installed. There is no credit associated with not
using the forklifts as they were brought on-site and were used to attempt the lift as was
dictated by the City in Change Order Three.
