CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> November 17,2020 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Orders N-25-20 COVID-19 pandemic protocols. <br /> Mayor Thorne called the teleconferenced regular meeting of the City Council from various remote <br /> locations to order at the hour of 7:00 p.m. Councilmember Testa led the Pledge of Allegiance and <br /> provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown,Narum,Pentin,Testa,Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> City Manager Fialho confirmed Councilmember Testa has requested Item 1 be continued to the next <br /> meeting and to appeal P19-0128 Public Storage in the Zoning Administrator report, Item 3, so it is <br /> heard and considered by Council at the next regular meeting. <br /> Councilmember Brown requested a presentation on Item 11.Mayor Thorne noted Item 11 will become <br /> Item 21. <br /> CONSENT CALENDAR <br /> Mayor Thorne opened the public hearing,there being no speaker the hearing was closed. <br /> City Manager <br /> 1. Continued-Approve minutes of July 14; August 4 and 18; September 1 and 15; October 1, 6, <br /> and 20;and November 2 <br /> 2. Public Hearing: Approved the Second Substantial Amendment to the Fiscal Year 2019-2020 <br /> Annual Action Plan to access$450,530 in the third round of Community Development Block Grant <br /> Coronavirus (CDBG-CV) funds and allocate the CDBG-CV funds to respond to COVID-19 as <br /> follows: $150,530 Tri-Valley Food Distribution — Alameda County Food Distribution, $150,000 <br /> Rental Assistance—City Serve of the Tri-Valley, and$150,000 Health Response and Prevention <br /> —Axis Community Health <br /> Community Development <br /> 3. Continued-Actions of the Zoning Administrator and Planning Commission <br /> 4. Adopted and waived full reading of Resolution No. 20-1182 approving and authorizing City <br /> Manager to execute a preannexation agreement with Jeff and Lori Wreden for sewer connection <br /> to residence located at 3608 Vine Street in the unincorporated Remen Tract; Authorized <br /> application to be filed with LAFCo for the extension of sanitary sewer services to this property; <br /> Authorized connection of 3608 Vine Street(APN 946-1704-008-08)to the City's sanitary sewer <br /> system <br />
