The California Vehicle Code requires that speed data <br /> be collected during "uncongested" times of day to ensure that drivers are not influenced <br /> by traffic congestion. The speed data was collected in off-peak and uncongested times <br /> of the day, and this data supports lowering the posted limit. <br /> Stoneridge Drive between Stoneridge Mall Road and Johnson Drive <br /> Currently, Stoneridge Drive has a 45 MPH posted speed limit between Stoneridge Mall <br /> Road and Johnson Drive. The critical speed and roadway conditions support a reduced <br /> 40 MPH speed limit. <br /> This section of Stoneridge Drive consists primarily of six lanes divided by a raised <br /> concrete median. Parking is not permitted on either side of the roadway but there are <br /> bike lanes available for emergency parking. The alignment of this road is straight and <br /> relatively flat with the exception of two vertical curves on the 1-680 overpass. <br /> The critical speed was measured at 42 MPH. The recommended speed limit is 40 mph. <br /> Stoneridge Drive between Johnson Drive and Hopyard Road <br /> Currently, Stoneridge Drive has a 45 MPH posted speed limit between Johnson Drive <br /> and Hopyard Road. The critical speed and roadway conditions allow for a reduced 40 <br /> MPH speed limit. <br /> This section of Stoneridge Drive consists of six lanes divided by a landscaped median. <br /> Parking is not permitted on either side of the roadway but there are bike lanes available <br /> for emergency parking. The alignment of this road is generally straight except for two <br /> horizontal curves: one slight curve with adequate sight distance is situated immediately <br /> east of Johnson Drive and one moderate curve with adequate sight distance is located <br /> west of Hopyard Road. <br /> The critical speed was measured at 44 MPH. While the critical speed suggests a posted <br /> limit of 45 MPH, the California Vehicle Code 21400(B) allows the posted limit to be <br /> rounded down to 40 MPH, but prohibits the local authority from reducing the speed limit <br /> any further for any reason.
