applicants who are able to benefit from the finite amount of DPA Program funds and
have the opportunity to live in the Pleasanton community that they serve.
It should be noted that the specific groups of workers eligible for the preference
identified in staffs proposed program differs slightly from that of the Housing
Commission's recommendation. Since staffs proposal is based on a previously
adopted preference system for our Below Market Rate housing program that already
addresses length of an applicant's residence, that part of the Housing Commission's
recommendation was deemed duplicative. Staff also refined the list of qualifying
employers to be more specific.
The proposed specified occupational categories are defined in Exhibit A of the City
Council Resolution (See Attachment 2) and include employees of Pleasanton Unified
School District, City of Pleasanton, the Livermore -Pleasanton Fire Department,
Alameda County, and employees of not-for-profit agencies providing social services to
Pleasanton residents.
Citv's Existinq Preference Svstem for Affordable Housinq Proiects
Pleasanton currently has a preference system that is used for determining eligibility
among prospective applicants for existing and future affordable housing units in both
rental and homeownership projects assisted by the City. The 21 -point Preference
System was last modified by the City Council on January 15, 2002 (see Attachment 1;
Resolution No. 02-012).
The exiting criteria for preference categories and corresponding point allocations are as
follows:
20 POINTS
Household where at least one of the signators of the tenant lease or purchase
agreement (and who is a member of the household) is a Pleasanton resident and a
Pleasanton employee at the time of application and has continuously lived and worked
in the City of Pleasanton for two vears or more prior to the time of application.
18 POINTS
Households where at least one of the signators of the tenant lease or purchase
agreement (and who is a member of the household) is a Pleasanton resident and a
Pleasanton employee at the time of application and has continuously lived and worked
in the City of Pleasanton less than two vears prior to the time of application.
16 POINTS
Households where at least one of the signators of the tenant lease or purchase
agreement (and who is a member of the household) is either a Pleasanton resident or a
Pleasanton employee at the time of application and has continuously lived or worked in
the City of Pleasanton for two nears or more prior to the time of application.
