In response to Vice Mayor Narum's inquiry, Assistant to the City Manager Hopkins clarified a rider can be both a PPS rider and an ADA qualified rider. Pleasanton will not be a stated ADA provider required to meet federal mandates. That would not preclude an ADA certified rider from participating in the program, the City just will not have to make a higher level of accommodations available. In response to Vice Mayor Narum's inquiry, Assistant to the City Manager Hopkins clarified just TDA MTC 4.5 money will be transferred to LAVTA. City Manager Nelson Fialho confirmed this intention but added the details are still being worked out. Vice Mayor Narum opened the public comment. BTT President Bill Wheeler stated his excitement to enter this agreement and how he looks forward to setting a good example of how this program can work in other cities. Councilmember Brown requested Mr. Wheeler interview and seriously consider the City's existing employees for jobs with BTT. Mr. Wheeler responded BTT is open to the opportunity as PPS has done a great job and developed relationships with the riders. Steve Van Dorn, President and CEO of the Pleasanton Chamber of Commerce, praised Mr. Wheeler and BTT. BTT has been a Chamber member for 31 years and he is pleased the City has picked a local company for this service. Vice Mayor Narum closed the public comment. Councilmember Pentin stated support for transferring ADA to LAVTA and contracting the PPS to BTT. He moved to approve the staffs recommendation. Councilmember Testa seconded the motion as she agrees it will be a good partnership and residents will still receive a high level of service. Councilmember Brown stated her support for the recommendations for the quality of service and stated her pleasure at the greatly reduced General Fund subsidy. She praised the work of Recreation Manager Ingram and staff. Vice Mayor Narum expressed her support for the staff recommendations and the benevolent work of BTT in the community beyond just its transportation expertise. MOTION: It was m/s by Pentin/Testa to award an operator agreement to Black Tie Transportation to assume management and day-to-day responsibilities for Pleasanton Paratransit Service (PPS) for a three-year agreement not to exceed $896,400 and if necessary authorize the City Manager to: 1) negotiate terms for two additional years and, 2) negotiate Americans with Disabilities Act PPS transports to Livermore Amador Valley Transit Authority and, 3) approve and execute any required agreement change order(s) for a not to exceed amount of $179,280 (approximately 20% of the operator agreement) for program adjustments.
