In response to Councilmember Brown's inquiry, Recreation Manager Ingram confirmed "mobility <br />forward" is just a tagline for the study but it could also eventually be used in marketing materials. <br />In response to Councilmember Brown's inquiry, City Manager Fialho stated the future of current PPS <br />employees is a meet and confer situation. The City is working with the union to address the situation <br />since there is no comparable position with the City. He added hourly PPS employees, representing the <br />bulk of the staff, can potentially transfer over to BTT depending on their skills but this matter is all a <br />work in progress. <br />In response to Councilmember Pentin's inquiry, Recreation Manager Ingram clarified ACTC has <br />instructed himself and his peers to plan in three years doubling the Measure BB allocation going <br />forward with Measure B going away after that time. <br />In response to Councilmember Brown's inquiry, Recreation Manager Ingram confirmed there have <br />been discussions with BTT specific to ADA mobility devices. The City can assist with BTT by finding a <br />consultant to train its staff if necessary. <br />In response to Councilmember Brown's inquiry, Recreation Manager Ingram confirms any complaints of <br />problems are routed to BTT per the Operator Agreement. BTT would then share it with the City through <br />Recreation Manager Ingram within 24 hours of the complaint. The contract calls for resolution within 24 <br />to 48 hours. <br />In response to Councilmember Testa's inquiry, Recreation Manager Ingram explained the current rider <br />fee is $3.50 for a Pleasanton resident. LAVTA's fees are currently $4.00. The goal is to align this fee <br />with LAVTA's, however, this will not change on February 1, 2021, should the recommendation be <br />approved. <br />In response to Councilmember Testa's inquiry, Recreation Manager Ingram clarified not all ADA riders <br />are in wheelchairs or mobility devices so this will likely not be a big shift. He explained the reason <br />behind transferring the ADA service to LAVTA is a matter of compliance regulations to which the City <br />does not currently have in place. City Manager Fialho advised the City's vans and training do not <br />comply with current ADA transport standards. He stated LAVTA does this for the region except for <br />Pleasanton and he has full confidence in LAVTA to better handle the needs of the passenger. He <br />emphasized Recreation Manager Ingram's point that not every ADA passenger has the same types of <br />constraints. <br />In response to Councilmember Testa's inquiry, City Manager Fialho clarified BTT transports will still be <br />available for individuals with less complicated mobility situations, but the City will look to LAVTA for <br />more complicated transports. <br />Councilmember Testa explained her satisfaction with the City not being too proud to reverse course <br />from its previous expectation of providing better service than LAVTA. She stated her satisfaction with <br />BTT's commitment to handling elderly passengers. <br />In response to Vice Mayor Narum's inquiry, Assistant to the City Manager Hopkins clarified about 10% <br />of PPS ridership is classified ADA as certified by LAVTA for the City. The City has been providing two <br />services under the PPS name. Federal requirements make the ADA program challenging to run with <br />such a small number of riders. She added the Pleasanton service offers fewer hours than LAVTA so <br />Pleasanton providing the service is inefficient. Assistant to the City Manager Hopkins stated the study <br />found the City needed to work towards LAVTA's level of service but it does not make sense to put the <br />extra burden on a contractor. Thus, the staff recommends going back to just running a traditional senior <br />transport program which BTT is more than capable of managing. She added those clients already use <br />both PPS and LAVTA services because LAVTA offers them 21 hours a day. <br />City Council Minutes Page 9 of 11 December 1, 2020 <br />
